The Senate version of this mammoth spending bill (H.R. 3061) would appropriate $407.6 billion in fiscal 2002, including $123.1 billion in "discretionary spending," for the Labor, Health and Human Services, and Education Departments, and related agencies. The spending includes $302.7 billion for HHS and $51.2 billion for the Education Department. Total spending would increase by nearly 12 percent over the previous fiscal year ($365 billion).
