Bill Nelson (D-Fla.) offered an amendment to prohibit the use of funds in H.R. 2217 "to execute a final lease agreement for oil and gas development in the area of the Gulf of Mexico known as 'Lease Sale 181.'" The amendment would have blocked all new leases off Florida's Gulf coast.
