Russell Feingold (D-Wis.) offered an amendment to S. 1077 to increase funding for a global fund to combat AIDS, malaria, and tuberculosis by $593 million, and to offset this increase by rescinding funds for the Navy's V-22 Osprey aircraft procurement account. Feingold claimed that his amendment offered a "clear choice" between allocating the funds "somewhat irrationally" (by which he meant the procurement account) and redirecting them towards "an unquestionably worthwhile purpose."
