The following scorecard lists several key votes in the South Carolina General Assembly in 2025 and ranks state representatives and senators based on their fidelity to (U.S.) constitutional and limited-government principles.

    S136 Dismissal of Gun-possession Charges (Passed 40 to 2 on 5/28/2025). Dismisses and expunges pre-2024 unlawful-handgun-possession charges or one prior conviction, shields such cases from civil suits, and requires applications within five years.

  • Con-Con: Term Limits

    HCR3008 Con-Con: Term Limits (Passed 29 to 14 on 5/7/2025). Applies to Congress for an Article V constitutional convention limited to proposing an amendment that would impose term limits on members of the U.S. House and Senate.

  • Pharmacist-prescribed Birth Control

    S477 Pharmacist-prescribed Birth Control (Passed 44 to 0 on 5/6/2025). Expands access to hormonal birth control by allowing pharmacists to dispense “self-administered hormonal contraceptives” without a patient-specific doctor’s prescription.

  • Millage Rates: Property-tax Increase

    S102 Millage Rates: Property-tax Increase (Passed 37 to 2 on 5/1/2025). Allows municipalities without an existing operating millage to impose one, capped at one-third of the previous year’s general fund or proposed budget.

  • Central Bank Digital Currency Ban

    S163 Central Bank Digital Currency Ban (Passed 38 to 1 on 5/1/2025). Prohibits state and local governments from accepting or requiring payment in a central bank digital currency (CBDC) or participating in CBDC testing.

  • "Free" School Meals

    S425 "Free" School Meals (Passed 45 to 0 on 4/1/2025). Forces South Carolina school districts to track student poverty, expand taxpayer-funded school meals, assist with applications, ban “lunch shaming,” and consider joining the federal Community Eligibility Provision.

    H4134 Corporate Welfare (Passed 90 to 19 on 4/22/2025). Extends the Angel Investor Tax Credit Act through 2035.

  • Second Amendment Financial Privacy Act

    H3930 Second Amendment Financial Privacy Act (Passed 85 to 10 on 4/9/2025). Bans government gun-owner registries and blocks credit-card companies from using merchant codes to track firearm or ammunition purchases.

  • DEI Ban

    H3927 DEI Ban (Passed 82 to 32 on 4/2/2025). Bans state and local institutions from promoting DEI programs, requires compliance certification, and allows enforcement by the attorney general.

  • Con-Con Rules

    H3558 Con-Con Rules (Passed 76 to 29 on 3/5/2025). Sets deceptive rules for selecting and overseeing South Carolina’s delegates to a potential Article V convention, including eligibility, oversight, and compensation.

    H5100 State Budget (passed 41 to 0 on 5/8/2024). Serves as the $14.5 billion General Appropriations Act for fiscal year 2024-25.

  • Ban on Sex Mutilation of Children

    H4624 Ban on Sex Mutilation of Children (passed 28 to 8 on 5/2/2024). Bans a health care professional from engaging in the provision or performance of “gender transition procedures” to a person under 18 years of age.

  • Defeating James Smith for Circuit Court Judge

    J35 Defeating James Smith for Circuit Court Judge (passed 24 to 21 on 4/17/2024). Prevented former State Rep. and Democratic gubernatorial candidate James Smith from being elected to the position of Circuit Court Judge, 5th Judicial Circuit, Seat 1.

  • U.S. Citizenship Requirement to Vote

    S1126 U.S. Citizenship Requirement to Vote (passed 40 to 3 on 4/3/2024). Proposes to amend the state's constitution to provide that only a citizen of the United States and South Carolina who is at least 18 years of age and properly registered is entitled to vote.

  • South Carolina "Health Czar" Bill

    S915 South Carolina "Health Czar" Bill (passed 44 to 1 on 2/21/2024). Would create the office of the Secretary of Public Health and Policy to develop a “cohesive, coordinated, and comprehensive State Health Services Plan.”

  • "Gun-Free Zones"

    SA13-H3594 "Gun-Free Zones" (passed 22 to 20 on 1/30/2024). Mandates stiffer criminal penalties for persons who carry handguns into various locations specified by law, regardless of whether they have a concealed weapons permit.

    J35 Defeating James Smith for Circuit Court Judge (passed 70 to 36 on 4/17/2024). Prevented former State Rep. and Democratic gubernatorial candidate James Smith from being elected to the position of Circuit Court Judge, 5th Judicial Circuit, Seat 1.

  • Expanding Government-Run Education

    H5164 Expanding Government-Run Education (passed 69 to 27 on 3/21/2024). Would increase the amounts of annual refundable tax credits allocated to the Education Scholarship Trust Fund and expand eligibility to all private and homeschool students.

  • Article V Convention: Balanced Budget Amendment

    H3676 Article V Convention: Balanced Budget Amendment (passed 68 to 30 on 2/29/2024). Would apply to Congress for a “convention of the states” under Article V of the U.S. Constitution "limited" to proposing a balanced budget amendment.

    S576 Alien Ownership of Property (Passed 31 to 5 on 3/23/2023). Prohibits corporations controlled by foreign adversaries, as defined in the bill, from acquiring any real property within the state.

    H3770 Rental Assistance (Passed 41 to 0 on 3/24/2021). Disburses funds from the Consolidated Appropriations Act of 2021 to assist eligible households that are unable to pay rent and utilities due to the COVID-19 pandemic.

  • ARPA Funds

    H4408 ARPA Funds (Passed 41 to 0 on 4/19/2022). Authorizes the expenditure of federal funds that have been disbursed to the state in the American Rescue Plan Act of 2021.

  • Vote to Table Constitutional Carry

    H3094 Amendment 3B Constitutional Carry (Passed 25 to 21 on 5/5/2021). Tables constitutional carry and would leave it so the requirement that you must possess a permit when carrying a concealable weapon or firearm.

  • Vote to Table the Elimination of Planned Parenthood Funding

    H4100 Amendment 16 Planned Parenthood Funding (Rejected to table 23 to 23 on 4/28/2021).  Directs that none of the state funds appropriated for family planning shall be expended to directly or indirectly subsidize abortion services or organizations.

  • Vaccine Mandates

    H3126 Vaccine Mandates (Passed 29 to 12 on 4/6/2022). Prohibits state and local government entities from accepting federal funds to enforce illegal federal mask or vaccine mandates. Also, no government body or school district in the state can impose a vaccine mandate.

  • Con Con

    H3205 Con Con (Passed 27 to 13 on 3/9/2022). Applies to Congress, under the provisions of Article V of the U.S. Constitution.

    H3096 Constitutional Carry (Passed 69 to 47 on 4/7/2021). Removes the requirement that you must possess a permit when carrying a concealable weapon or firearm.
