HB492 grants domestic and foreign corporations the authority to expropriate land for transporting carbon dioxide by pipeline for underground storage or enhanced recovery if they cannot reach a compensation agreement with landowners.

The Louisiana State Senate passed HB492 on May 31, 2024 by a vote of 37 to 0. We have assigned pluses to the nays because the rapid and unjust expansion of carbon capture and storage systems in the United States is closely tied to the United Nations’ 2030 Agenda for “sustainable development.” Allowing corporations—both domestic and foreign—to seize private land for carbon dioxide pipelines under the guise of “climate change” is an egregious abuse of eminent domain that endangers the property rights of all Americans, particularly those in rural Louisiana and beyond. If we are to preserve our nation as the “land of the free,” states and citizens must take a stand against this global assault on farmers, ranchers, and landowners.
