2025 OK Legislative Scorecard

The following scorecard lists several key votes in the Oklahoma Legislature in 2024 and ranks state representatives and senators based on their fidelity to (U.S.) constitutional and limited-government principles.

Senate Votes

  • Eliminating Income Taxes

    HB2764 Eliminating Income Taxes (passed 34 to 11 on 5/22/2025). Cuts the state’s individual income tax rate by 0.25% beginning in 2026, and creates a process for reducing the income tax rate to zero when revenues hit certain triggers.

  • Year-round "Contraceptive" Coverage

    SB176 Year-round "Contraceptive" Coverage (passed 30 to 16 on 5/21/2025). Requires health benefit plans that offer coverage for FDA-approved “contraceptive drugs” to cover an initial three-month supply and then a recurrent six-month supply.

  • Government-school Budget

    SB1126 Government-school Budget (passed 31 to 15 on 5/20/2025). Allocates approximately $3.98 billion in funding to the State Department of Education from the General Appropriations bill for FY 2025-26.

  • Carbon Capture

    SB269 Carbon Capture (passed 27 to 15 on 5/13/2025). Gives the Oklahoma Corporation Commission exclusive jurisdiction over Class VI CO2 injection wells and related storage units.

  • Subsidizing Hollywood

    HB2110 Subsidizing Hollywood (passed 31 to 14 on 5/6/2025). Establishes, as the “Bringing Sitcoms Home from Hollywood Pilot Program Act,” tax-incentive rebate payments for live audience episodic television in Oklahoma.

  • Statewide Recall Elections

    SB990 Recall Elections (passed 31 to 15 on 3/27/2025). Would authorize the Legislature to initiate a recall election to remove a statewide elected official from office.

    SB176 Year-round "Contraceptive" Coverage (passed 65 to 25 on 5/22/2025). Requires health benefit plans that offer coverage for FDA-approved “contraceptive drugs” to cover an initial three-month supply and then a recurrent six-month supply.

  • Carbon Capture

    SB269 Carbon Capture (passed 73 to 12 on 5/1/2025). Gives the Oklahoma Corporation Commission exclusive jurisdiction over Class VI CO2 injection wells and related storage units.

  • Article V Convention: Delegates

    HB2299 Article V Convention: Delegates (passed 51 to 37 on 3/25/2025). Would set forth guidelines to regulate the conduct of delegates to a “convention for proposing amendments” held under Article V of the U.S. Constitution.

  • Constitutional Money

    HB1197 Constitutional Money (passed 77 to 15 on 3/24/2025). Would enable Oklahoma residents to use a transaction card to make purchases with gold and silver from a state-approved bullion depository.

  • Equal Shared Parenting

    HB1082 Equal Shared Parenting (passed 92 to 1 on 3/24/2025). Creates a rebuttable presumption in child-custody cases that “joint custody and equally shared parenting time is in the best interest of the child.”

  • Punishing Retail Theft

    HB1689 Punishing Retail Theft (passed 54 to 33 on 3/12/2025). Would make it unlawful to remove a shopping cart from a retail establishment with the intent to deprive the owner of its use, and punish offenders with a fine and/or imprisonment.

The following scorecard lists several key votes in the Oklahoma Legislature in 2024 and ranks state representatives and senators based on their fidelity to (U.S.) constitutional and limited-government principles.

Senate Votes

  • Funding Government Schools

    SB1122 Funding Government Schools (passed 37 to 4 on 5/28/2024). Outlines the allocation and budgeting of $5.9 billion for the public school system for FY 2024-25.

  • "Food Insecurity" Grants

    SB1192 "Food Insecurity" Grants (passed 37 to 4 on 5/28/2024). Directs the transfer of $8.1 million to the Department of Human Services for additional “food insecurity” grants.

  • "Fertility Preservation" Coverage Mandate

    SB1334 "Fertility Preservation" Coverage Mandate (passed 29 to 8 on 5/22/2024). Requires health benefit plans to provide coverage for “standard fertility preservation services” for individuals diagnosed with cancer and who are within reproductive age, when a medically necessary treatment may cause infertility.

  • Prohibiting Ranked-Choice Voting

    HB3156 Prohibiting Ranked-Choice Voting (passed 37 to 8 on 4/24/2024). Prohibits the use of ranked-choice voting to conduct any election and nullifies any existing or future adoption of a voting system in conflict with this measure.

  • Taxpayer Money for Major Sports Leagues

    HB3959 Taxpayer Money for Major Sports Leagues (passed 35 to 9 on 4/24/2024). Creates the Major Sports Leagues Rebate Program Act, which allows professional sports teams in the state to receive up to $10 million per year in cash incentive payments.

  • Judicial Checks and Balances

    SJR34 Judicial Checks and Balances (passed 32 to 14 on 3/12/2024). Would, if approved by voters, amend the Oklahoma Constitution by granting the Governor the power to nominate and appoint all judicial officers with the advice and consent of the Senate.

    SB1122 Funding Government Schools (passed 70 to 24 on 5/30/2024). Outlines the allocation and budgeting of $5.9 billion for the public school system for FY 2024-25.

  • Restoring State and National Sovereignty

    SB426 Restoring State and National Sovereignty (passed 74 to 19 on 5/30/2024). Establishes that the World Health Organization, the United Nations, and the World Economic Forum have no jurisdiction in the state of Oklahoma.

  • Local Enforcement of Immigration Law

    HB4156 Local Enforcement of Immigration Law (passed 77 to 20 on 4/18/2024). Makes illegal migration a state crime punishable by fine and/or imprisonment and requires any person convicted or released from custody to leave Oklahoma within 72 hours. 

  • Judicial Checks and Balances

    SJR34 Judicial Checks and Balances (failed 36 to 60 on 4/16/2024). Would, if approved by voters, amend the Oklahoma Constitution by granting the Governor the power to nominate and appoint all judicial officers with the advice and consent of the Legislature.

  • Ban on Central Bank Digital Currency

    HB3323 Ban on Central Bank Digital Currency (passed 55 to 41 on 3/12/2024). Would exclude a Central Bank Digital Currency from the definition of “money.”

  • Nullifying Federal Gun Control

    HB2643 Nullifying Federal Gun Control (passed 72 to 21 on 3/21/2023). Would have affirmed that firearms manufactured, sold, and purchased in Oklahoma are not subject to federal law or regulation.

    HJR1032 Con Con (Passed 31 to 11 on 4/20/2023). Applies to Congress, under the provisions of Article V of the U.S. Constitution, to call for a term limits amendment.

  • ERIC Prohibition

    HB2052 ERIC Prohibition (Passed 39 to 5 on 4/25/2023). Enacts provisions making it difficult for Oklahoma to join ERIC.

  • Property Ownership

    SB212 Property Ownership (Passed 40 to 6 on 5/19/2023). Stipulates that individuals who are not citizens of the United States are prohibited from directly or indirectly owning land in the state.

  • State-Subsidized Sports Teams

    SB13 State-Subsidized Sports Teams (Passed 31 to 13 on 5/24/2023). Increases the payment period for certain qualifying entities within the sports teams and clubs industry from 15 years to 30 years as it relates to the Oklahoma Quality Jobs Program Act.

  • Forced Student Loans

    SB93 Forced Student Loans (Passed 37 to 8 on 3/9/2023). Requires students to complete and submit a Free Application for Federal Student Aid (FAFSA) in order to graduate from a public high school.

  • Minor Gender Reassignment Surgery

    SB613 Minor Gender Reassignment Surgery (Passed 37 to 8 on 4/27/2023). Forbids healthcare providers from performing gender transition procedures on minors.

    HB3046 Prohibit the Private Funding of Elections Act (Passed 37 to 9 on 4/27/2022).  Prohibits governments from accepting funds to be used for conducting elections.

  • State Budget

    HB4473 State Budget (Passed 33 to 10 on 5/20/2022). Creates an Inflation Relief Stimulus Fund in the state budget and would appropriate temporary rebates to taxpayers.

  • Bathroom Bill

    SB615 Bathroom Bill (Passed 38 to 7 on 5/19/2022). Requires individuals to use restrooms or changing areas based on their sex.

  • Critical Race Theory Ban

    HB1775 Critical Race Theory Ban (Passed 38 to 9 on 4/29/2021). Prohibits the teaching of Critical Race Theory and certain race based concepts.

  • Religious Freedom Act

    SB368 Religious Freedom Act (Passed 37 to 9 on 3/11/2021). Prohibits governmental declaration of religious institutions as nonessential.

  • Con-Con

    SJR23 Con-Con (Passed 37 to 10 on 3/2/2021). Applies for a Convention of States under Article V for proposing amendments to U.S. Constitution.

    HB2984 Gun Rights - Nullification (Passed 78 to 15 on 3/7/2022). Strengthened a previously-enacted nullification bill against unconstitutional gun laws, giving state authorities the ability to enforce it.
