H.R. 4758, the "Homeowner Energy Freedom Act," would repeal three programs established by the 2022 Inflation Reduction Act and rescind about $300 million in unobligated funds designated for them. The programs provide rebates for high-efficiency electric home appliances, grants to train residential energy contractors, and federal assistance encouraging state and local governments to adopt updated or zero-emission building-energy codes.

The House passed H.R. 4758 on February 25, 2026 by a vote of 210 to 199 (Roll Call 78). We have assigned pluses to the yeas because the Constitution does not authorize the federal government to subsidize household appliances or provide grants that promote energy efficiency or "zero-emission" policies. Such programs distort the free market, pick winners and losers, and use taxpayer funds to advance a radical environmental agenda aligned with the United Nations' Agenda 2030.
