H.R. 2189 would exclude "less-than-lethal projectile devices," including certain Tasers, from the federal definition of a firearm, exempting them from regulation under the Gun Control Act of 1968 and from the federal firearms-and-ammunition excise tax.
The House passed H.R. 2189 on February 12, 2026 by a vote of 233 to 185 (Roll Call 70). We have assigned pluses to the yeas because the Second Amendment to the Constitution declares that the people's right to keep and bear arms - including nonlethal arms - "shall not be infringed." Furthermore, the Ninth Amendment recognizes that the people retain rights not specifically enumerated in the Constitution, including the God-given right of self-defense. Federal regulations that burden civilian access to weapons violate these fundamental rights.
