2025 AZ Legislative Scorecard

The following scorecard lists several key votes in the Arizona State Legislature in 2025 and ranks state representatives and senators based on their fidelity to (U.S.) constitutional and limited-government principles.

Senate Votes

  • Con-Con: Term Limits

    HCR2041 Con-Con: Term Limits (passed 13 to 12 on 5/7/2025). Applies to Congress for an Article V constitutional convention to propose a U.S. constitutional amendment imposing term limits on members of Congress.

  • Voting-centers Ban

    HB2017 Voting-centers Ban (Passed 17 to 12 on 4/29/2025). Restricts the use of voting centers and caps precinct size to 1,000 registered voters.

  • Constitutional Law Enforcement

    SB1498 Constitutional Law Enforcement (Passed 17 to 11 on 3/13/2025). Mandates that federal law-enforcement officers who are not certified peace officers in Arizona must obtain written permission from the county sheriff before conducting arrests, searches, or seizures within the state.

  • Defend the Guard

    SB1495 Defend the Guard (Passed 16 to 13 on 3/5/2025). Prohibits the Arizona National Guard from being deployed into active-duty combat unless the U.S. Congress has issued an official declaration of war or explicitly called forth the National Guard under Article I, Section 8, Clause 15 of the U.S. Constitution.

  • Prohibit Geoengineering

    SB1432 Prohibit Geoengineering (Passed 16 to 11 on 3/4/2025). Prohibits geoengineering or climate modification within state borders.

  • Bullion Depository

    SB1096 Bullion Depository (Passed 17 to 12 on 3/3/2025). Would create a state-managed facility for storing and transacting precious metals such as gold and silver.

  • Corporate Welfare

    HB2704 Corporate Welfare (Passed 35 to 20 on 6/23/2025). Creates a new funding model for Chase Field, home of the Arizona Diamondbacks Major League Baseball team beginning October 1, 2025.

  • Right to a Jury

    HB2152 Right to a Jury (Passed 33 to 25 on 3/4/2025). Grants parties the right to a jury trial in domestic-relations cases.

  • Sovereign Authority

    HCR2049 Sovereign Authority (Passed 32 to 26 on 3/3/2025). Asserts the Arizona's sovereignty under the 10th Amendment of the U.S. Constitution.

  • Federal Environmental Regulation Nullification

    HB2059 Federal Environmental Regulation Nullification (Passed 32 to 27 on 2/26/2025). Prohibits state and local entities from using state resources to enforce or cooperate with certain federal environmental regulations.

  • Electoral College

    HB2649 Electoral College (Passed 33 to 27 on 2/25/2025). Affirms the Arizona Legislature’s support for the U.S. Electoral College.

  • Con-Con: Term Limits

Senate Votes

  • Subsidized Community College

    HB2904 Subsidized Community College (Passed 18 to 11 on 6/15/2024). Establishes the Arizona Community College Promise Program Fund, administered by the Arizona Board of Regents, to provide financial aid to community college students.

  • Repeal Abortion Ban

    HB2677 Repeal Abortion Ban (Passed 16 to 14 on 5/1/2024). Removes the punishment of 2-5 years in prison for anyone who commits and abortion that isn't needed to save the woman's life.

  • University Club Fees

    HB2178 University Club Fees (Passed 16 to 14 on 4/2/2024). Requires public universities that allocate student fee money to support university-recognized student organizations or clubs to give each student the option to exclude certain groups from receiving their pro rata share of the fees.

  • United Nations' Agenda 2030 Ban

    HB2788 United Nations' Agenda 2030 Ban (Passed 16 to 13 on 4/1/2024). Prevents Arizona from using public funds to adopt, implement, or enforce the goals set by the United Nations in its 2030 Agenda for Sustainable Development.

  • Central Bank Digital Currency Ban

    SB1281 Central Bank Digital Currency Ban (Passed 16 to 12 on 2/29/2024). Bans the use of federally recognized central bank digital currency (CBDC) as a form of payment or contract in Arizona. It also ensures that CBDC is not considered legal tender under Arizona law, including in the Uniform Commercial Code.

  • Defend the Guard

    SB1121 Defend the Guard (Passed 16 to 12 on 2/19/2024). Prevents Arizona's National Guard from being sent into active combat unless Congress has issued an official declaration of war or taken another constitutional action to authorize it.

  • Prohibit Guaranteed Income Programs

    HB2375 Prohibit Guaranteed Income Programs (Passed 31 to 28 on 2/22/2024). Prohibits a municipality or a county from establishing or enforcing a guaranteed income program.

  • Government Intrusion in Private College

    SB1039 Government Intrusion in Private College (Passed 50 to 8 on 4/4/2024). Extends the State Board for Private Postsecondary Education for eight more years, until July 1, 2032. The Board is responsible for licensing and regulating private vocational and degree programs, investigating complaints, and managing the Student Tuition Recovery Fund.

  • Personal Defense

    HB2843 Personal Defense (Passed 31 to 28 on 2/22/2024). Broadens the meaning of "premises" to include any kind of property or structure, whether it's movable or fixed, permanent or temporary, occupied or not. It also clarifies when physical or deadly force can be used to defend against trespassing and act in self-defense outside of one's home.

  • Victims of Communism Day

    HB2629 Victims of Communism Day (Passed 33 to 26 on 2/22/2024).  Designates November 7 as Victims of Communism Day.  High school American government courses must include at least 45 minutes of instruction on the history of global communist regimes, covering figures like Mao Zedong, Joseph Stalin, and Fidel Castro.

  • United Nations' Agenda 2030 Ban

    HB2788 United Nations' Agenda 2030 Ban (Passed 31 to 28 on 2/28/2024). Prevents Arizona from using public funds to adopt, implement, or enforce the goals set by the United Nations in its 2030 Agenda for Sustainable Development.

  • Repeal Abortion Ban

    HB2677 Repeal Abortion Ban (Passed 32 to 28 on 4/24/2024). Removes the punishment of 2-5 years in prison for anyone who causes a miscarriage that isn't needed to save the woman's life.

  • Extending Government Health Care

    HB2826 Extending Government Health Care (passed 22 to 6 on 5/15/2023). Continues the Arizona Health Care Cost Containment System—the state’s Medicaid program—through January 1, 2029.

  • Increasing “Basic State Aid” for K-12 Schools

    SB1729 Increasing “Basic State Aid” for K-12 Schools (passed 25 to 5 on 5/10/2023). Increases the “Basic State Aid” for K-12 education in FY 2024 to support various government-sponsored programs, such as the “federal Free-and-Reduced Lunch Program” and “county jail education programs.”

  • Prohibiting Ranked-Choice Voting

    HB2552 Prohibiting Ranked-Choice Voting (passed 16 to 14 on 4/5/2023). Would prohibit the use of Ranked-Choice Voting (RCV) in Arizona elections.

  • Defending the National Guard

    SB1367 Defending the National Guard (passed 16 to 13 on 3/21/2023). Would prevent the National Guard of Arizona from being deployed for active duty combat unless the Congress has passed an official declaration of war or taken another official constitutional action.

  • Banning a Central Bank Digital Currency

    SB1114 Banning a Central Bank Digital Currency (passed 16 to 14 on 2/28/2023). Would have banned the use of a Central Bank Digital Currency (CBDC) in Arizona.

  • Protecting Infants Born Alive

    SB1600 Protecting Infants Born Alive (passed 16 to 13 on 2/22/2023). Would require any health professional present when an infant is born alive, including during an abortion, to take all medically appropriate actions to preserve the life and health of the infant born alive.

House Votes

  • Reducing the Individual Income Tax

    SB1577 Reducing the Individual Income Tax (failed 29 to 31 on 6/12/2023). Would direct the Arizona Department of Revenue to reduce the individual income tax rate by 50% of the structural surplus for each taxable year beginning with TY 2024.

  • Divesting from Abortion and Sexually Explicit Material

    SB1146 Divesting from Abortion and Sexually Explicit Material (passed 31 to 27 on 5/15/2023). Would require the State Treasurer to divest from organizations that promote, facilitate, or advocate abortions for minors or the inclusion of sexually explicit material in grades K-12.

  • Article V Convention: Term Limits

    HCR2016 Article V Convention: Term Limits (failed 26 to 31 on 4/11/2023). Would apply to Congress to call a convention for the purpose of proposing a constitutional amendment that sets term limits on the members of Congress.

  • Nullifying Federal Gun Control Measures

    HB2394 Nullifying Federal Gun Control Measures (passed 31 to 29 on 2/21/2023). Would clarify that federal gun control measures that may not be enforced if inconsistent with Arizona law include certain taxes “expected to create a chilling effect” on the purchase or ownership of firearms, firearm accessories, or ammunition.

    HB2863 Budget: Health Care (passed 20 to 8 on 6/23/2022). Contains provisions for health care-related budget appropriations for FY 2023, including the expansion of Medicaid eligibility in Arizona.

  • DNA Collection for All Felony Arrests

    HB2102 DNA Collection for All Felony Arrests (passed 20 to 8 on 6/8/2022). Requires the collection of DNA from a person that is arrested for any felony offense, rather than a person convicted of a felony offense or arrested for a specific felony offense.

  • Article V Convention: Term Limits

    SCR1048 Article V Convention: Term Limits (failed 13 to 15 on 2/23/2022). Applies to Congress “to call a convention for proposing an amendment to the Constitution of the United States to set term limits for United States representatives and United States senators.”

  • Oversight of Executive Emergency Powers

    SCR1003 Oversight of Executive Emergency Powers (failed 13 to 15 on 6/30/2021). Directs the Governor during a state of emergency to call the Legislature into a special session within 10 days to determine whether to terminate or modify the state of emergency.

  • Voter Identification

    SB1713 Voter Identification (passed 16 to 14 on 3/8/2021). Specifies that early ballot affidavits must require a voter to provide voter information, including the voter’s date of birth and an acceptable form of government-issued identification number.

  • In-State Tuition and Financial Aid for Illegal Aliens

    SCR1044 In-State Tuition and Financial Aid for Illegal Aliens (passed 17 to 13 on 3/4/2021). Uses the power of referendum to make students without lawful immigration status eligible for in-state tuition and financial aid at public colleges and universities in Arizona.
