HB2804 establishes the Rural Development and Housing Tax Credit.

The House passed HB2804 on February 23, 2026, by a vote of 35 to 22. We have assigned pluses to the nays because Arizona, let alone the federal government, has no business subsidizing "low-income" housing in rural areas. (In fact, Section 8 in Article I of the U.S. Constitution prohibits Section 8 of the 1937 Housing Act.) The reality is that government has no money of its own to hand out, and taxation disguised as "social welfare" is robbery. There exists no right to "affordable housing" apart from a person earning it themselves or having received it privately and voluntarily from someone else. Our Constitution was intended to "promote the general Welfare" of all Americans, regardless of economic status, by providing "equal protection of the laws" for each person's "unalienable Rights" to "Life, Liberty and the pursuit of Happiness." This affords everyone the opportunity and dignity to provide for themselves and their family as expected-whether through their own, individual efforts or the charitable acts of others.
