Establishes a universal vaccine program under the Hawaii Department of Health to provide vaccines, such as those for influenza and COVID-19, to all residents.

Amends the Hawaii Revised Statutes to require all operators and passengers of motorcycles, motor scooters, and mopeds to wear safety helmets. This bill eliminates exemptions for individuals over 18 and imposes fines for non-compliance to increase public safety by reducing head injuries.

Establishes a program administered by the Hawaii Department of Education to provide free breakfast and lunch to low income students in public schools.

Urges Hawaii to adopt the United Nations Convention on the Law of the Sea on the Conservation and Sustainable Use of Marine Biological Diversity of Areas beyond National Jurisdiction (BBNJ Agreement), a treaty establishing international rules for ocean governance.

Prohibits the manufacture, sale, possession, transfer, or acquisition of unserialized "ghost gun" firearms. This legislation imposes felony penalties for violations, and requires existing owners to serialize or dispose of such firearms by January 1, 2026.

Proposes an amendment to Article I of the Hawaii State Constitution to establish a right to contraception that protects a person's ability to obtain contraceptives and access contraception-related services.

Prohibits operating weed whackers within 100 feet of residential zones, with exceptions for government entities during emergencies, and extends permissible usage times for leaf blowers and weed whackers in or near residential zones.

Authorizes the use of fixed speed cameras in up to 10 school zones statewide, allowing the state or counties to administer the system.

Aligns Hawaii's building codes with federal EPA regulations by allowing substitute refrigerants, supporting climate goals and easing compliance with the phasedown of HFCs under the American Innovation and Manufacturing Act of 2020.

Allocated an emergency appropriation of $20 million to the state Department of Education to address a significant shortfall in its school food service operations.

Allows minors aged 14 and older to consent to medical care related to sexually transmitted infections, pregnancy, and preventive measures like HIV pre-exposure prophylaxis without requiring parental approval.

Amends the prohibition on certain assault weapons to include .50 caliber rifles and assault-weapon attachments.

Requires the Hawaii Community Development Authority to consider the impacts of climate change, sea level rise, and climate-resilient development in the design and siting of buildings in the Kakaako and Kalaeloa community development districts.

Expands the state rent supplement program for kupuna aged 62 and older who are homeless or at risk of homelessness.

Replaces gender-specific terminology used in certain parental and marital matters with "gender-neutral" terminology.

Prohibits firearms in specified locations, mandates carrying a license, and restricts leaving firearms unsecured in vehicles.

Establishes conduct standards for the firearm industry and allows individuals and officials to sue for violations.

Extends the time period in which an approved handgun permit may be used to make an acquisition 10 days to 30 days. It also eliminates the requirement that authorities physically examine firearms upon registration for transfers by licensed dealers.

Requires any Hawaii hospital in a county with an area greater than 4,000 square miles establish diversity and inclusion training for all staff.
