Establishes a universal vaccine program under the Hawaii Department of Health to provide vaccines, such as those for influenza and COVID-19, to all residents. The Hawaii State Department of Health is authorized to set rules for implementation, and the program includes purchasing, distributing, and maintaining a vaccine stockpile.

Establishes a program administered by the Hawaii Department of Education to provide free breakfast and lunch to low income students in public schools. The program is funded through state appropriations starting on July 1, 2025.

Amends the Hawaii Revised Statutes to require all operators and passengers of motorcycles, motor scooters, and mopeds to wear safety helmets. This bill eliminates exemptions for individuals over 18 and imposes fines for noncompliance.

Encourages the State of Hawaii to adopt recommendations from the UN Global Plastics Treaty and the Rapa Nui Summit Declaration to address plastic pollution, climate justice, and sustainable development.

Amends the Hawaii Revised Statutes to prohibit the manufacture, sale, transfer, possession, or importation of "assault weapons."

Extends the deadline for mail-in voter registration from 30 days to 10 days prior to a primary or general election.

Requires the Hawaii Office of Elections to apply for membership with the Electronic Registration Information Center (ERIC).

Allows the state Department of Agriculture, with the governor's approval, to declare a "biosecurity emergency" in response to outbreaks of invasive pests or organisms that threaten the state's economy or environment.

Prohibits individuals from selling ammunition to a person under the age of 21. Additionally, it prohibits individuals under the age of 21vfrom owning, possessing, or controlling ammunition.

Aligns Hawaii's building codes with federal EPA regulations by allowing substitute refrigerants, supporting climate goals and easing compliance with the phasedown of HFCs under the American Innovation and Manufacturing Act of 2020.

Sets a statewide goal for each law-enforcement agency to increase the employment of female officers to 30% by 2030, and mandates that agencies actively recruit from diverse backgrounds, including schools of social work, to enhance diversity within the force.

Legalizes the direct sale of raw milk and raw-milk products from producers to consumers for human consumption, under specific conditions. It also allowed raw goat milk sales for pet use.

Establishes the Ninety-Nine Year Leasehold Program to develop low-cost residential condominium units on state-owned and county-owned land.

Establishes long-term goals for zero-emissions transportation in Hawaii and abroad to reduce and eliminate transportation emissions.

Prohibits the sale of certain fluorescent lamps as a new manufactured product.

Replaces gender-specific terminology used in certain parental and marital matters with "gender-neutral" terminology.

Protects and expands abortion access.

Establishes conduct standards for the firearm industry and allows individuals and officials to sue for violations.

Endorses the UN Climate Paris Agreement and the 2030 Agenda for Sustainable Development.

Bans numerous unfinished firearm components and home-built hobbyist firearms.

Limits the controversial tactic of civil asset forfeiture, in other words the tactic of taking property from individuals before a conviction.

Lowers criteria for allowing nurses to perform abortions.

Limits executive emergency powers utilized during the Covid-19 emergency with a legislative check.

Bans utility companies from utilizing fossil fuels for energy production by the year 2045.
