Establishes the Vermont Homeless Emergency Assistance and Responsive Transition to Housing Program.

The "Big Bill - Fiscal Year 2026 Appropriations Act" makes appropriations to support state government operations in fiscal year 2026.

Establishes an environmental justice policy for the State of Vermont, which would require State agencies to have new environmental-justice-related responsibilities, establish the creation of a State environmental justice mapping tool, and establish a 17-member Advisory Council on Environmental Justice.

Prohibits the possession of firearms within hospital buildings.

Requires the Secretary of State to mail every active voter a postage-paid ballot for each general election.
