The mammoth spending bill (H.R. 3061) would appropriate $396 billion -- including $123 billion in "discretionary" spending -- for the Labor Department, the Health and Human Services Department, the Education Department, and related agencies in fiscal 2002. The "discretionary" spending includes $53 billion for HHS and $49 billion for the Education Department.
