SB150 creates the Affordable Rental Housing Program (ARHP) within the Housing Development Fund. The ARHP is modeled on the federal Section 515 program, and provides loans to increase the supply of affordable housing for very low to moderate-income families, as well as elderly and disabled individuals.

The Delaware House of Representatives passed SB150 on June 30, 2025 by a vote of 39 to 0. We have assigned pluses to the noes because the State of Delaware has no business subsidizing “low-income housing.” This legislation misuses taxpayer funds, and infringes on free-market housing. Lawmakers should enact policies that reduce regulatory barriers, uphold property rights, and encourage voluntary, free-market solutions rather than socialist central planning.
