2025 DE Legislative Scorecard

The following scorecard lists several key votes in the Delaware General Assembly in 2025 and ranks state representatives and senators based on their fidelity to (U.S.) constitutional and limited-government principles.

Senate Votes

  • Abortion Amendment

    Would amend the Delaware Constitution to establish a "fundamental right to reproductive freedom," which entails, but is not limited to, "abortion care," "contraception," "sterilization," "infertility care," "miscarriage management," and related services.

  • Assisted Suicide

    The "Ron Silverio/Heather Block End of Life Options Act" establishes a process for a terminally ill adults to obtain and self-administer "medication to end their life in a humane and dignified manner."

  • Affordable Rental Housing Program

    Creates the Affordable Rental Housing Program (ARHP) within the Housing Development Fund. The ARHP is modeled on the federal Section 515 program, and provides loans for very low to moderate-income families, as well as elderly and disabled individuals.

  • LGBTQIA+ Acceptance

    Designates June 28, 2025, as "Stonewall Uprising Remembrance Day" to recognize individuals identifying as "lesbian, gay, bisexual, transgender, queer, intersex, and asexual/agender (LGBTQIA+)."

  • Death Penalty Prohibition Amendment

    Proposes a constitutional amendment to Article I of the Delaware Constitution to prohibit the imposition of the death penalty by adding language that explicitly bans it.

  • “Free” School Breakfast

    Provides a "free breakfast every school day" for all public-school students in schools participating in the federal School Breakfast Program, regardless of household income.

House Votes

  • State and Federal Education Alignment

    Aligns Delaware's special-education law with the federal Individuals with Disabilities Education Act (IDEA). It also clarifies that parents may obtain copies of a student's special-education records.

  • Assisted Suicide

  • “Free” School Breakfast

    Protects healthcare providers from disciplinary actions, civil liabilities, and out-of-state judgments for providing abortion, "fertility treatments," and "gender-affirming care" services that are legal in Delaware but illegal elsewhere.

  • Affordable Rental Housing Program

2021-2022 DE Legislative Scorecard

  • Automatic Voter Registration

    Establishes an automated voter registration system at the Delaware Division of Motor Vehicles (DMV).

  • Gun Owner Rights

    Requires a handgun qualified purchaser card required to purchase handguns.

  • Equity

    Assess state equity in compensation and salary, particularly in the context of race and gender, by focusing on starting rates for initial appointment and the advanced starting salary procedure.

  • Economic Development

    Establishes a fund to support economic growth and stability by providing grants, loans, or other aid to businesses and public entities that invest in constructing, renovating, or improving infrastructure for commercial or industrial sites.

  • Racial Equity Consortium

    Establishes the Racial Equity Consortium for the purposes of studying and making recommendations to address the disparities and inequities faced by persons of color in Delaware.

  • Grow Your Own Educator Program

    Introduces the Grow Your Own Educator Program to enhance the hiring, retention, and diversity of educators in Delaware public schools.

House Votes

  • Automatic Voter Registration

    Establishes an automated voter registration system at the Delaware Division of Motor Vehicles (DMV).

  • Ghost Guns

    Creates several offenses, including the possession of an unfinished firearm frame or receiver without a serial number, the production and possession of a concealed or undetectable firearm, the production and possession of an untraceable firearm, and the production or distribution of a firearm using a three-dimensional printer.

  • Black History Education.

    Mandates that every school district and charter school create and execute a program focused on Black History, which will be taught to students from kindergarten to 12th grade.

  • Racial Equity Consortium

    Establishes the Racial Equity Consortium for the purposes of studying and making recommendations to address the disparities and inequities faced by persons of color in Delaware.

  • Grow Your Own Educator Program

    Introduces the Grow Your Own Educator Program to enhance the hiring, retention, and diversity of educators in Delaware public schools.

  • High-Capacity Magazines

    Prohibits the production, vending, offering for sale, procurement, receipt, transfer, or ownership of a large-capacity magazine.
