HCR102 urges Congress to call a “convention of states” to propose “Amendments to the Constitution of the United States to create fiscal responsibility by and within the federal government.”

SB627 removes the prohibition against leasing state-owned lands designated as state parks for underground carbon capture and sequestration.

We have assigned pluses to the nays because carbon-capture programs intended to combat “climate change” align closely with the UN’s Agenda 2030, undermining national sovereignty and individual liberty. Additionally, underground CO2 storage endangers the security of water resources and communities due to the long-term monitoring and storage requirements of carbon-sequestration storage sites.

Delegate Henry Dillon’s (R-Wayne) amendment to HB2777 repeals West Virginia’s compulsory school attendance for children, as well as educational-status and learning-progress reporting requirements for students. State policy would not compel parents to enroll children in any school, while encouraging parents to ensure children receive a thorough education as necessary preparation to participate in civil society.

The West Virginia House of Delegates rejected Dillon’s amendment to HB2777 on March 31, 2025 by a vote of 3 to 91. SB460 expands exemptions to West Virginia’s compulsory childhood vaccination requirements by permitting religious and philosophical exemptions, and prohibiting schools or childcare centers from excluding exempted children from extracurricular activities or events. SB487 updates the systematic purging program for removing ineligible voters from active voter rolls by decreasing the period of voting inactivity from four to two years.

HCR57 urges the U.S. Congress to convene a convention for proposing amendments under Article V of the U.S. Constitution. The purpose of this convention would be to propose amendments aimed at establishing fiscal responsibility within the federal government and repealing the 16th Amendment.

While we support repealing the 16th Amendment, the vague and contradictory text contained in this joint resolution dangerously permits what Article V of the U.S. Constitution describes as a “Convention for proposing Amendments” or second constitutional convention. Article V was designed to correct structural deficiencies in the federal government, not the behavior of its elected officials. HCR57 should be opposed in favor of less risky, more precise, and immediate solutions that would restore power back to the states and the people, such as clear-cut proposals in Congress to repeal bad amendments or state nullification of specific unconstitutional federal laws.

HB4233 prohibits the designation of "nonbinary" or any other gender marker beyond "male" or "female" on birth certificates issued by the state.

This legislative action aims to enhance West Virginia's regulatory capabilities in overseeing carbon-dioxide storage activities within the state.

HB2862 prohibits the West Virginia Investment Management Board and the Board of Treasury Investments, as well as their fiduciaries, from casting shareholder votes for the purpose of furthering “Environmental, social, corporate governance, or other similarly oriented considerations.”

HB3556, the Uniform Recognition and Enforcement of Canadian Domestic Violence Protective Orders Act, allows law enforcement in West Virginia to enforce protective orders issued in Canada without requiring that such orders be registered with a court in the United States.

The House passed HB3556 on February 25, 2023, by a vote of 84 to 8. We have assigned pluses  to the nays because all law enforcement and judicial officers in each of the several States are bound by oath to support the U.S. Constitution. Article IV, Section 1, of the Constitution confers recognition to only “the public Acts, Records, and judicial Proceedings of every other State”—not the judgements of foreign nations. In addition, the Bill of Rights and 14th Amendment protect “due process of law” and provide that “No State shall make or enforce any law” abridging the “privileges or immunities” of American citizens. Protective orders that do not satisfy the Constitution’s Article VI requirement that U.S. courts apply the “supreme Law of the Land,” which “Judges in every State shall be bound thereby,” are not valid or enforceable.

HB2036 would exempt state employees, K-12 school children, and students in public institutions of higher education from mandatory immunizations based on a “conscientious or personal objection.”

HB3199 removes the requirement that a “termination of an ectopic pregnancy” be reported in West Virginia.

SB4001 creates the Industrial Business Expansion Development Program and is to be administered as a program within the Department of Economic Development to encourage the continued development, construction, operation, maintenance, and expansion in West Virginia of high impact industrial plants and facilities.

HB4012 prohibits the showing of proof of a COVID-19 vaccination as a condition for entering the premises of any state or local governmental building, entity, department, or agency, or as a condition for entering the premises of a hospital or enrolling in a state institution of higher education.
