Prohibits public schools from providing gender-identity instruction, prohibits school from providing false or misleading information to parents, and requires parental notification of any student request to affirm a gender different from their biological sex.

Urges Congress to call a "convention of states" to propose "Amendments to the Constitution of the United States to create fiscal responsibility by and within the federal government."

Removes the prohibition against leasing state-owned lands designated as state parks for underground carbon capture and sequestration.

Repeals West Virginia's compulsory school attendance for children, educational status and learning progress reporting requirements for students.

Expands exemptions to West Virginia's compulsory childhood vaccination requirements by permitting religious and philosophical exemptions, and prohibiting schools or childcare centers from excluding exempted children from extracurricular activities or events.

Updates the systematic purging program for removing ineligible voters from active voter rolls by decreasing the period of voting inactivity from four to two years.

Exempts students attending virtual public schools from mandatory vaccination requirements and allows private and parochial schools to set their own immunization policies.

Urges the U.S. Congress to convene a convention for proposing amendments under Article V of the U.S. Constitution. The purpose of this convention would be to propose amendments aimed at establishing fiscal responsibility within the federal government and repealing the 16th Amendment.

Prohibits the designation of "nonbinary" or any other gender marker beyond "male" or "female" on birth certificates issued by the state.

Modifies the Certified Sites and Development Readiness Program, managed by the Department of Economic Development. This program evaluates and certifies sites based on their readiness for development.

Eliminates the requirement that 14- and 15-year-olds obtain a work permit.

Strengthen the state's authority over underground carbon-dioxide sequestration. The bill amends sections of the West Virginia Water Pollution Control Act to provide additional assurances to the U.S. Environmental Protection Agency (EPA) regarding the state's application for primary enforcement authority over underground carbon-dioxide sequestration programs.

Bans a physician from providing "irreversible gender reassignment surgery" or "gender altering medication" to a person who is under 18 years of age.

Prohibits the West Virginia Investment Management Board and the Board of Treasury Investments, as well as their fiduciaries, from casting shareholder votes for the purpose of furthering "Environmental, social, corporate governance, or other similarly oriented considerations."

Allows law enforcement in West Virginia to enforce domestic violence protective orders issued in Canada without requiring that such orders be registered with a court in the United States.

Would exempt state employees, K-12 school children, and students in public institutions of higher education from mandatory immunizations based on a "conscientious or personal objection."

Authorizes concealed handgun license holders to carry firearms on public college and university campuses.

Removes the requirement that a "termination of an ectopic pregnancy" be reported in West Virginia.

Creates the Industrial Business Expansion Development Program and is to be administered as a program within the Department of Economic Development.

Prohibits the showing of proof of a COVID-19 vaccination as a condition for entering the premises of any state or local governmental building or as a condition for entering the premises of a hospital or enrolling in a state institution of higher education.

Applies to the Congress of the United States to call a convention of states.

Creates an EV Infrastructure Deployment Plan for West Virginia that describes how our state intends to use its share of NEVI Formula Program funds.

Prohibits biological males from participating on athletic teams or sports designated for biological females where competitive skill or contact is involved.

Eases up on licensing requirements for plumbers, HVAC, and electricians.
