HB1979 creates new state-funded childcare-assistance programs. It provides free childcare for certain childcare workers, establishes a program in which the state helps match employer and employee contributions toward childcare, and expands scholarships for working families earning up to 150 percent of the state median income.

The Tennessee State House of Representatives passed HB1979 on April 22, 2026 by a vote of 73 to 8. We have assigned pluses to the nays because childcare is not the role of government. It is a function that belongs to the family, not the state. Taxation and government spending in the name of "childcare" is neither just nor charitable. This bill uses unjust forms of taxation (e.g., income taxes) to supposedly reduce the cost of childcare for "eligible" Tennessee families, many of whom have little or no tax liability, at the expense of others—resulting in more debt, dependency, and poverty. The Bill of Rights and the 14th Amendment were written to "promote the general Welfare" of all Americans, not "cradle-to-grave" or "nanny-state" policies that coerce reckless and discriminatory government spending.
