HB2021 would create the Oklahoma Kids After-School Grant Program within the Department of Human Services. The program would award grants to community organizations operating after-school programs for students in kindergarten through 12th grade at five or more Oklahoma locations. It also would create a revolving fund supported by state appropriations and donations, although the bill would not provide initial funding.

The Oklahoma State House of Representatives passed HB2021 on March 12, 2026 by a vote of 51 to 29. We have assigned pluses to the nays because childcare is not a proper function of government, but the responsibility of parents. Creating a government grant program to redistribute taxpayer money to favored organizations expands the welfare state, infringes on individual liberty, and allows government to pick winners and losers.
