SF3832 expands eligibility for Minnesota's Dairy Assistance, Investment, Relief Initiative (DAIRI), a state-funded program that provides financial assistance to dairy farmers participating in a federal program designed to protect against falling milk prices and rising feed costs. The bill allows newer dairy farms that did not produce milk in 2022, or operated for only part of that year, to qualify for state assistance based on their federal dairy-program production records. It also allows unused program funds to be redirected toward related agricultural assistance.

The Minnesota State Senate passed SF3832 on March 17, 2026 by a vote of 66 to 0. We have assigned pluses to the nays because government subsidies for dairy farmers distort the free market, favor certain agricultural producers over others, and force taxpayers to subsidize private businesses. Furthermore, federal agricultural subsidies are not among the powers delegated to Congress under Article I, Section 8 of the U.S. Constitution. Rather than expanding eligibility for welfare programs, Minnesota legislators should eliminate agricultural subsidies and allow farmers to compete freely without government interference. The free market, not government handouts, should determine the success or failure of agricultural enterprises.
