The Minnesota State Senate passed HF688 on April 25, 2025 by a vote of 60 to 2. We have assigned pluses to the nays because interfering in voluntary contractual agreements between tenants and landlords violates Article I, Section 10 of the U.S. Constitution, which declares that, “No State shall … pass any … Law impairing the Obligation of Contracts.” Additionally, forcing property owners to accept terms they did not agree to infringes upon the constitutionally protected right of property ownership secured by the Bill of Rights.
