Proposes a constitutional amendment to allow the Louisiana Legislature-rather than only the State Civil Service Commission-to add certain state civil-service positions from the unclassified service, and give it sole authority to remove such positions.

Prohibits the Office of Motor Vehicles from issuing driver's licenses or state IDs to non-U.S. citizens or lawful noncitizen residents.

Updates state law to recognize as legal tender any gold or silver coin, specie, or bullion recognized by the U.S. government.

Strengthens laws against coercing abortions.

Expands liability protections to include firearm and ammunition manufacturers, distributors, and sellers.

Requires Medicaid to cover doula services before, during, and after childbirth.

Grants domestic and foreign corporations the authority to expropriate land for transporting carbon dioxide by pipeline for underground storage.

Establishes the "Second Amendment Financial Privacy Act" to protect the financial privacy of firearms and ammunition retailers.

Establishes the crimes of unlawful entry and reentry into the state by illegal aliens.

Introduces the crime of "coerced criminal abortion by means of fraud." This offense involves a third party knowingly administering an abortion-inducing drug to a pregnant woman without her knowledge or consent, aiming to terminate the pregnancy without her awareness.

Establishes gold and silver coins, specie, or bullion issued by any state or the U.S. government as legal tender within Louisiana.

Applies to the United States Congress to call a convention for proposing amendments under Article V of the U.S. Constitution.

Provides that all eligible students shall be provided with school breakfast and lunch "free of charge," while requiring the state's Department of Education to reimburse the governing authorities of school nutrition programs.

Would apply exemptions to student immunization requirements not only to students seeking to enter school but also to students attending school.

Would amend sections of state law regarding bank deposits to prevent the inclusion of a "central bank digital currency."

Would, as the "Stop Harming Our Kids Act," ban certain procedures to alter the sex of a minor child.

Would have established a state minimum wage starting at $10 per hour beginning January 1, 2024, with increases set to $12 per hour in 2026 and $14 per hour in 2028.

Affirms "the sovereign right of Louisiana to nullify unconstitutional acts of the federal government."

Provides that it shall be unlawful for a physician or other person to perform an abortion, except in cases to "prevent the death or substantial risk of death" or the "loss of a life-sustaining organ" of a pregnant woman.

Would have specified that the Legislature may terminate the entire state of disaster, emergency, or public health emergency, or any section of subsection thereof, declared by executive order or proclamation of the Governor.

Requires compulsory school attendance for all children beginning at age 5, including full-day kindergarten and a readiness assessment prior to entering first grade.

Defines "domestic abuse" to include acts "intended to coerce, control, [or] punish" by a family or household member, and requires courts to elevate the importance of those factors in determining "the best interest of the child" before making custody decisions.

Calls for a "convention of states" to amend the United States Constitution to establish a limitation on terms for members of Congress.

Would have allowed permitless carry of a handgun for any person who does not possess a concealed handgun permit but otherwise meets the eligibility requirements.
