2020 IL Legislative Scorecard 2019-
The following scorecard lists several key votes in the Illinois General Assembly in 2019-2020 and ranks state representatives and senators based on their fidelity to (U.S.) constitutional and limited-government principles.
This is our first state-level Scorecard. The selected votes may not be reflective of legislators' overall records. Their cumulative scores will change as we add more votes. Please check regularly for updates.

HB3994 would make massive changes to the voting system, establishing curbside voting as well as pushing vote by mail. This would include vote by mail ballots with insufficient postage.
The Illinois State Senate passed HB3994 on January 12, 2021 by a vote of 40 to 18. We have assigned pluses to the nays because mass vote-by-mail schemes enable electoral fraud, disenfranchising eligible voters. States should exercise their authority, under Article 1, Section 4, of the U.S. Constitution, to implement free, fair, and secure elections,
SB1784 would mandate that employers hand unions a list of public employees on a monthly basis. This list can be used to coerce workers who may not want to be in a union to have to join and cedes authority and privacy. The bill also prohibits employers from discouraging unions.
The Illinois State Senate passed SB1784 on November 13, 2019 by a vote of 45 to 9. We have assigned pluses to the nays because this bill negatively affects workers and businesses. The Declaration of Independence states, “We hold these truths to be self-evident, that all men are created equal, that they are endowed by their Creator with certain unalienable Rights, that among these are Life, Liberty and the pursuit of Happiness” and government interference in entrepreneurship and private business is in violation of that belief.
HB1637 would disallow law enforcement agencies from working with Immigration and Customs Enforcement (ICE). Any law enforcement agency from the city to state levels would be barred from any agreements involving ICE.
The Illinois State Senate passed HB1637 on May 30, 2019 with a vote of 35 to 19. We have assigned pluses to the nays as those votes support common sense law enforcement. HB1637 is a disagreeable bill that would encourage illegal immigration into the state of Illinois and prevent law enforcement officers from doing their job. Disallowing law enforcement officers from working with Immigration and Customs Enforcement serves to only make the state of Illinois more dangerous for residents.
SR0403 would direct the auditor general to conduct a performance audit to make sure that LGBTQ children are affirmed. This resolution also supports children being removed from foster homes if their “gender identity” is not affirmed and supported by their adoptive parents.
The Illinois State Senate passed SR0403 on May 31, 2019 by a vote of 39 to 11. We have assigned pluses to the nays because the left has been promoting woke radical Marxist ideas for years; among these is that you can decide to be any gender you want to be. They believe people can choose their pronouns and be transgender. Scientifically and biblically, there are two genders, and the government and taxpayer dollars should not be used to conform to the woke culture of the left.
SB0025 claims that abortion is a fundamental right for citizens of Illinois, and that fetuses do not have “fundamental rights”. The bill requires that abortion be covered by insurance providers in the state of Illinois.
The Illinois State Senate passed SB0025 on May 31, 2019 by a vote of 34 to 20. We have assigned pluses to the nays because Illinois should act to ban abortion, which disregards the unalienable right to life endowed by God to every person. States have a duty to secure this most sacred right, as guaranteed by both the 5th and 14th Amendments of the U.S. Constitution, but to also reject the notion that “heath care” is in any manner the legitimate object of government.
SB1474 would allow labor unions to mandate membership in their unions, thus undermining the liberty and agency from employees who may not be interested in joining a union. This bill would also prohibit any local government from creating right-to-work laws, which would prevent this.
The Illinois State Senate passed SB1474 on April 10, 2019 by a vote of 51 to 0. We have assigned pluses to the nays because this legislation forces unions upon people who may not want to be involved in one. The bill also takes power away from local government and puts it into the hands of the state and labor unions. We believe in freedom for businesses and do not think government should overstep the Constitution by taking away the choice of union membership.
