SB3196 amends the prohibition on certain assault weapons to include .50 caliber rifles and assault-weapon attachments. Expands the prohibition on assault pistols to include pistols with one or more "prohibited" features. Additionally, it prohibits firearms other than pistols with a detachable magazine with over a twenty-round capacity and persons from bringing or causing to be brought into the State a .50 caliber rifle or assault-weapon attachment. Lastly, it prohibits the sale or transfer of a .50 caliber rifle or assault-weapon attachment in the state.

The Hawaii State Senate passed SB3196 on March 5, 2024 by a vote of 17 to 8. We have assigned pluses to the nays because this bill is yet another blatant infringement on the Second Amendment, pushed by gun-control zealots who believe disarming law-abiding citizens will somehow stop criminals. SB3196 expands the state's already unconstitutional assault weapons ban, turning common firearm features into criminal offenses. Furthermore, it expands government power at the expense of individual liberty. As with all draconian gun control measures, the burden falls on responsible gun owners while doing nothing to deter actual crime. This is big-government overreach, which is part of the broader leftist campaign to erode the God-given right to keep and bear arms.
