Updates Arkansas law on specie and legal tender, authorizing the use of bullion depositories and a precious-metals-backed electronic payment system.

Appropriates $60.4 million, including at least $15 million from federal funds, to the Arkansas Development Finance Authority for "low-income housing" and "student loans."

Specifies that a property owner who permits all non-employees to carry loaded firearms on their property will not be held liable for any resulting damage, injury, or death caused by such firearms use.

Provides false assurance by stating it "regulates" the state's participation in an Article V Convention as per the U.S. Constitution.

Reaffirms gold and silver coins as legal tender in the state, exempting them from taxation as personal property.

Increases food stamp eligibility in the state and increases SNAP amounts.

Requires that an obstetric ultrasound, along with a simultaneous verbal explanation and medical description of the "unborn child" it depicts, be performed on and displayed to a pregnant woman prior to an abortion.

Prohibits the use of absentee ballot drop boxes during elections.

Authorizes the Treasurer of State to divest public funds with a financial services provider due to the use of "environmental, social justice, and or governance-related (ESG) factors," such as "diversity and inclusion (DEI) policies."

Provides annual state funding for qualifying educational expenses on behalf of "any resident" who is "eligible to enroll in a public elementary or secondary school."

Eliminates the requirement that minors who are under 16 years of age have to obtain a state-issued work permit prior to employment.

Amends state law to prohibit local governments from enacting an income tax.

Allows students in seventh through twelfth grade to access vending machines offering food and beverages that meet the nutrition standards of the federal smart snacks in school program.

Allows school districts that have experienced a decline in average daily membership to receive both Declining Enrollment Funding and Special Needs Isolated Funding.

Nullified all "acts, laws, orders, rules, and regulations of the United States Government, whether past, present, or future" that are unconstitutional regarding guns.

Bans doctors from providing gender-affirming health care for "transgender" children.

Prohibits the enforcement of any federal gun laws toward all personal firearms, firearms accessories, or ammunition "that is manufactured commercially or privately in Arkansas and that remains within the borders of Arkansas."

Requires Arkansas voters to show a photo ID to cast a provisional ballot.
