2025 WY Legislative Scorecard

The following scorecard lists several key votes in the Wyoming Legislature in 2026 and ranks state representatives and senators based on their fidelity to (U.S.) constitutional and limited-government principles.

Senate Votes

  • Wyoming-Ireland Trade Commission

    SF126 Wyoming-Ireland Trade Commission (Passed 24 to 7 on 2/20/2026). Would have created a Wyoming-Ireland Trade Commission

  • Con-Con

    SJ5 Con-Con (Passed 19 to 12 on 2/24/2026). Would apply to Congress under Article V of the U.S. Constitution to call a convention for proposing constitutional amendments.

  • School-building Funding

    HB105 School-building Funding (Passed 25 to 4 on 2/26/2026). Provides major state funding for K-12 public-school buildings and facilities.

  • Human Heartbeat Act

    HB126 Human Heartbeat Act (Passed 27 to 4 on 3/4/2026). Prohibits abortions once a preborn child has a detectable fetal heartbeat.

  • Public Unions

    HB178 Public Unions (Passed 21 to 10 on 3/5/2026). Would prohibit public employers from using payroll deductions to collect union-related or political payments and require public-employee unions to annually disclose membership, revenue, spending, and political or lobbying expenditures.

  • Second Amendment Protection Act

    SF101 Second Amendment Protection Act (Rejected 12 to 18 on 3/11/2026). Would prohibit state and local officials from enforcing certain federal gun-control laws, rules, or executive orders that violate the right to keep and bear arms.

  • Medicaid Expansion

    HB4 Medicaid Expansion (Passed 58 to 3 on 2/13/2026). Adds birthing-center services to the list of medical services covered under Wyoming Medicaid.

  • State Sovereignty From National Guard

    SF67 State Sovereignty From National Guard (Passed 54 to 6 on 3/2/2026). Allows the governor to organize and maintain a Wyoming State Guard without first requiring the Wyoming National Guard to be called into federal service.

  • Con-Con

    SJ5 Con-Con (Rejected 21 to 28 on 3/3/2026). Would apply to Congress under Article V of the U.S. Constitution to call a convention for proposing constitutional amendments.

  • University Research Funding

    SF104 University Research Funding (Failed 25 to 30 on 3/3/2026). Would have provided state funding for specified University of Wyoming research projects.

  • Protecting Pregnancy Centers

    HB3 Protecting Pregnancy Centers (Passed 52 to 7 on 3/4/2026). Protects pro-life pregnancy centers from being singled out by state or local government entities because of their opposition to abortion.

  • Second Amendment Protection Act

    SF101 Second Amendment Protection Act (Passed 40 to 21 on 3/5/2025). Would prohibit state and local officials from enforcing certain federal gun-control laws, rules, or executive orders that violate the right to keep and bear arms.

Senate Votes

  • Article V Convention

    SJ1 Article V Convention (adopted 22 to 7 on 1/28/2025). Would apply to Congress to call a “convention of the states” under Article V of the U.S. Constitution.

  • Federal Campaign Finance Amendment

    SJ8 Federal Campaign Finance Amendment (adopted 17 to 13 on 2/11/2025). Would request that Congress propose an amendment to the U.S. Constitution permitting the states and the federal government to “establish reasonable limits on the spending of money to influence elections.”

  • Wyoming Gold Act

    SF96 Wyoming Gold Act (passed 23 to 8 on 2/19/2025). Directs the state to hold at least $10 million in “specie and specie legal tender” and to study methods to “begin accepting gold and silver as a payment medium.”

  • Prohibiting Driver's Licenses for Illegal Aliens

    HB116 Prohibiting Driver's Licenses to Illegal Aliens (passed 22 to 8 on 2/24/2025). Specifies that driver’s licenses issued to “unauthorized aliens” are invalid in Wyoming.

  • Expanding "Education Savings Accounts"

    HB199 Expanding "Education Savings Accounts" (passed 21 to 8 on 2/27/2025). Appropriates $30 million for “education savings accounts” in FY 2025 and increases the annual “scholarship award” to $7,000 for all K-12 students.

  • Proof of Life for the Preborn

    HB64 Proof of Life for the Preborn (passed 22 to 9 on 3/6/2025). Requires a pregnant woman to receive an ultrasound that allows her to “view the fetal heart motion or hear the heartbeat of the unborn baby” no later than 48-hours before a chemical abortion.

  • Federal Review Standing Committee

    HB177 Federal Review Standing Committee (passed 32 to 25 on 2/3/2025). Would create the “federal review joint and standing committee” to review “any federal actions” to determine if the “sovereignty of the state of Wyoming" or "the powers, rights and liberties of its citizens” are being “infringed upon or diminished.”

  • Summer "Food Stamps" for Children

    HB341 Summer "Food Stamps" for Children (failed 25 to 34 on 2/10/2025). Would authorize the Department of Family Services to administer the federal “Summer EBT program,” which provides a debit card with $120 in “grocery benefits” for each eligible school-age child when school is not in session.

  • Wyoming Gold Act

    SF96 Wyoming Gold Act (passed 44 to 17 on 2/19/2025). Directs the state to hold at least $10 million in “specie and specie legal tender” and to study methods to “begin accepting gold and silver as a payment medium.”

  • Expanding "Education Savings Accounts"

    HB199 Expanding "Education Savings Accounts" (passed 42 to 19 on 2/27/2025). Appropriates $30 million in state funding for “education savings accounts” in FY 2025 and increases the annual “scholarship award” to $7,000 for all K-12 students.

  • Article V Convention

    SJ1 Article V Convention (failed 25 to 32 on 2/28/2025). Would apply to Congress to call a “convention of the states” under Article V of the U.S. Constitution.

  • Reducing "Unemployment Benefits"

    SF175 Reducing "Unemployment Benefits" (failed 23 to 36 on 2/28/2025). Would reduce the maximum length of “unemployment benefits” from twenty 26 weeks to 20 weeks.

2024 WY Legislative Scorecard

The following scorecard lists several key votes in the Wyoming Legislature in 2024 and ranks state representatives and senators based on their fidelity to (U.S.) constitutional and limited-government principles.

  • Con Con

    SJ4 Con Con (Failed to introduce 17 to 14 on February 15, 2024). Requests Congress to call a convention for proposing amendments to the United States Constitution as specified.

  • Repeal Gun Free Zones

    HB125 Repeal Gun Free Zones (Passed 22 to 8 on 3/7/2024). Allows individuals with state-issued concealed carry permits to carry weapons in most public places. It criminalizes denying entry to lawfully concealed carry permit holders in specified locations. 

  • Broadband Grants

    HB71 Broadband Grants (Passed 19 to 12 on 2/28/2024). Authorizes the use of the broadband development subaccount funds to provide the state's share of matching funds required to receive federal funds under any federal broadband program.

  • Carbon Standards

    SF42 Carbon Standards (Passed 18 to 12 on 3/8/2024). Amends Wyoming's low-carbon electricity generation standards originally set in 2020, now requiring public utilities serving more than 10,000 customers to meet these standards by 2033.

  • Education Savings Accounts

    HB166 Education Savings Accounts (Passed 28 to 3 on 3/8/2024). Establishes Education Savings Accounts (ESAs) in Wyoming, allowing students to use funds for preschool, K-12 private schools, and educational expenses.

  • Prohibit Transgender Surgeries for Minors

    SF99 Prohibit Transgender Surgeries for Minors (Passed 28 to 2 on 3/7/2024). Prohibits physicians and healthcare providers in Wyoming from performing certain medical procedures related to transitioning a child's biological sex or affirming a child's gender perception, if different from their biological sex.

  • "What is a Woman?"

    HB50 "What is a Woman?" (Failed to introduce 37 to 24 on 2/15/2024). Clearly defines "male" and "female."

  • Prohibit Red Flag Laws

    SF109 Prohibit Red Flag Laws (Passed 54 to 8 on 3/6/2024). Prohibits Wyoming from enforcing any federal action that restricts the ownership, possession, or transfer of firearms, ammunition, or accessories, or orders their seizure. 

  • Governor's Powers

    HB53 Governor's Powers (Failed to introduce 27 to 34 on 2/14/2024). Mandates that the Wyoming Governor must convene the Legislature within two days of declaring a public health emergency.

  • Meat Deregulation

    SF103 Meat Deregulation (Passed 56 to 6 on 3/5/2024). Allows the sale of homemade meat from cattle, sheep, swine, or goats, raised and slaughtered on-site or at custom facilities, directly to informed consumers in Wyoming. Products must be labeled as not inspected, and consumers must agree not to resell or donate the meat.

  • Broadband Grants

    SF101 Legal Tender Act (Passed 16 to 15 on 2/2/2023). Requires the state treasurer to provide for the payment of taxes with gold and silver.

  • Food Freedom Act

    SF102 Food Freedom Act (Passed 30 to 1 on 2/22/2023). Removes government restrictions on the sale of food products.

  • Eminent Domain

    HB106 Eminent Domain (Passed 18 to 12 on 2/16/2023). Reintroduces a moratorium on the utilization of eminent domain for wind energy collector systems.

  • Sex Changes for Minors

    SF111 Sex Changes for Minors (Passed 22 to 9 on 2/2/2023). Criminalizes gender-affirming medical care, encompassing the provision or assistance of hormone blockers, hormone therapy, or gender-affirming surgery to a minor.

  • Large Project Funding

    SF106 Large Project Funding (Passed 21 to 10 on 1/25/2023). Allocates funds to nine new projects.

  • Health Mandate Jurisdiction

    HB143 Health Mandate Jurisdiction (Rejected 29 to 32 on 2/8/2023).  Prohibits health mandates and requirements by federal and nongovernmental health organizations

  • Food Freedom Act

    SF102 Food Freedom Act (Passed 62 to 0 on 2/21/2023). Removes government restrictions on the sale of food products.

  • Wyoming Sovereignty

    HB212 Wyoming Sovereignty (Rejected 27 to 35 on 2/6/2023). Creates standing committees to review all federal actions.

  • Eminent Domain

    HB106 Eminent Domain (Rejected Veto Override 38 to 24 on 2/27/2023). Reintroduces a moratorium on the utilization of eminent domain for wind energy collector systems.

  • Large Project Funding

    SF106 Large Project Funding (Passed 50 to 12 on 2/21/2023). Allocates funds to nine new projects.

    SB118 Federal COVID-19 Relief Funding (Passed 24 to 3 on 4/6/2021). Allows the Governor to create new government programs to spend federal ARPA funds.

  • Abortion Education Funding

    HB253 Abortion Education Funding (Passed 25 to 3 on 4/2/2021). Prohibits the University of Wyoming and community colleges from expending funds on abortions or insurance coverage for abortions.

  • Firearm Business Rights

    H236 Firearm Business Rights (Passed 23 to 6 on 4/2/2021). Prohibits financial institutions from discriminating against firearm related businesses.

  • Voter ID

    HB75 Voter ID (Passed 28 to 2 on 4/1/2021). Requires that acceptable identification be presented before voting in person.
