HCR102 urges Congress to call a “convention of states” to propose “Amendments to the Constitution of the United States to create fiscal responsibility by and within the federal government.”

The West Virginia House of Delegates rejected HCR102 on April 10, 2025, by a vote of 49 to 49. We have assigned pluses to the nays because states should nullify all unconstitutional federal laws rather than risk an Article V convention. Article V of the U.S. Constitution was designed to correct potential errors or defects in the Constitution, not the failure of elected officials to uphold their oath of office.
