AJR10 proposes an amendment to the Wisconsin Constitution that would protect the freedom to gather in places of worship during a "state of emergency at the national, state, or local level."

The Assembly adopted AJR10 on January 13, 2026, by a vote of 56 to 43. We have assigned pluses to the ayes because this amendment would reinforce the "right of every person to worship Almighty God," as guaranteed by Article I, Section 18 of the Wisconsin Constitution. Freedom of worship is among the most fundamental, God-given "unalienable Rights" to which each person is entitled, and what no government ought to deny. Moreover, government at all levels has a duty to promote "true religion" while upholding the individual "rights of conscience." The Declaration of Independence and U.S. Constitution's Bill of Rights and 14th Amendment forbid government from infringing on the religious liberty of the American people.
