SB835 creates the Solid Rocket Motor Manufacturing Grant Fund to pay grants to a "qualified company" that manufactures solid rocket motors in Pittsylvania County. Grants may total no more than $97,723,000, and may be given in installments of no more than $6 million per fiscal year beginning July 1, 2027, and running through July 1, 2046.

The Virginia House of Delegates passed SB835 on March 12, 2026 by a vote of 94 to 2. We have assigned pluses to the nays because this bill extends nearly $98 million in government subsidies for corporate welfare. Redirecting public tax revenue exceeds the proper, limited role of government, and forces taxpayers to underwrite private manufacturing. Forcing the people of Virginia to furnish prodigious amounts of taxpayer money to fund crony, corporate-sponsored spending bills violates their individual liberties guaranteed by the Bill of Rights and the 14th Amendment to the U.S. Constitution.
