SB628 establishes the Eviction Reduction Program in the Department of Housing and Community Development. By October 1 each year, the Department must report to the General Assembly on households served and their outcomes, types of assistance, geographic distribution, and how many completed the existing Eviction Diversion Program.

The Virginia House of Delegates passed SB628 on February 24, 2026 by a vote of 65 to 32. We have assigned pluses to the nays because expanding a state eviction-prevention program enlarges government's role in private landlord-tenant relationships and encourages dependence on public housing. Paying rent and honoring a lease are private obligations. Assistance for households in hardship is not the proper role of government.
