HB1 would raise Virginia's minimum wage in stages. Beginning January 1, 2029, the commissioner of labor and industry must set an annual inflation-adjusted state minimum wage by adding to the existing rate the percentage increase in the U.S. Consumer Price Index for All Urban Consumers for the most recent available calendar year.

The Virginia Senate passed HB1 on March 4, 2026 by a vote of 21 to 19. We have assigned pluses to the nays because this bill violates free-market principles. Minimum-wage laws violate the proper role of government; limit employment opportunities, especially for young, disabled, and elderly workers; and distort the free market for labor. Compensation is best determined by voluntary agreement between employers and employees, not by a mandatory schedule that the state then indexes upward every year.
