HB3586, titled the Right to Raise Act, prohibits denying or delaying an adoption because a prospective parent refuses to support a child's gender transition. It also stipulates that raising or referring to a minor according to his or her biological sex does not constitute child abuse, neglect, or endangerment.

The Oklahoma State Senate passed HB3586 on April 29, 2026 by a vote of 39 to 7. We have assigned pluses to the ayes because this bill protects parental rights, religious liberty, and biological and biblical truth by preventing the state from discriminating against prospective adoptive parents who refuse to affirm gender ideology or facilitate a child's gender transition.
