2025 NC Legislative Scorecard

The following scorecard lists several key votes in the North Carolina General Assembly in 2025 and ranks state representatives and senators based on their fidelity to (U.S.) constitutional and limited-government principles.

Senate Votes

  • Permitless Firearm Carry

    S50 Permitless Firearm Carry (motion to override veto passed 30 to 19 on 7/29/2025). Would have allowed U.S. citizens who are at least 18 years of age to carry a concealed handgun without a permit.

  • North Carolina Border Protection Act

    S153 North Carolina Border Protection Act (motion to override veto passed 30 to 19 on 7/29/2025). Would have required state law enforcement to cooperate with federal immigration officials, prevented state-funded benefits from being provided to non-citizens residing in the United States illegally, and prohibited sanctuary policies at the University of North Carolina.

  • Defunding Planned Parenthood

    H192 Defunding Planned Parenthood (passed 28 to 20 on 9/22/2025). Would disenroll Planned Parenthood from Medicaid, and terminate all Medicaid contracts with Planned Parenthood.

  • Iryna's Law

    H307 Iryna's Law (passed 28 to 8 on 9/22/2025). Eliminates cashless bail for criminal defendants charged with a "violent offense," and expedites the process for implementing the death penalty.

  • Increasing Medicaid Funding

    S405 Increasing Medicaid Funding (passed 47 to 0 on 9/22/2025). Would appropriate at least $690 million in Medicaid funding for each year of the FY 2025-2027 biennium, among other provisions.

  • Government-run Education

    H56 Government-run Education (passed 48 to 0 on 4/22/2025). Would appropriate $46,375,508 to the University of North Carolina for each year of the FY 2025-2027 biennium to address growth in student enrollment.

House Votes

  • Ban on State-sponsored Sex Mutilation

    H606 Ban on State-sponsored Sex Mutilation (passed 69 to 41 on 5/6/2025). Would restrict the use of public monies for "gender transition procedures."

  • Article V Convention

    H379 Article V Convention (passed 62 to 51 on 5/7/2025). Would apply to Congress to call a "convention of the states" under Article V of the U.S. Constitution.

  • North Carolina Border Protection Act

    S153 North Carolina Border Protection Act (passed 60 to 46 on 6/4/2025). Would have required state law enforcement to cooperate with federal immigration officials, prevented state-funded benefits from being provided to non-citizens residing in the United States illegally, and prohibited sanctuary policies at the University of North Carolina.

    S405 Increasing Medicaid Funding (passed 100 to 0 on 10/22/2025). Would appropriate at least $690 million in Medicaid funding for each year of the FY 2025-2027 biennium, among other provisions.

Senate Votes

  • Income Tax Cap

    S920 Income Tax Cap (Passed 30 to 19 on 12/2/2024). Proposes a constitutional amendment to limit the state's income tax rate to a maximum of 5%, down from the current cap of 7%.

  • Voter ID

    S921 Voter ID (Passed 30 to 19 on 12/2/2024). Proposes a constitutional amendment requiring all voters, not just those voting in person, to present photographic identification before voting.

  • Con-Con: Term Limits

    H151 Con-Con: Term Limits (Passed 29 to 20 on 12/2/2024). Would create an application by the General Assembly to the U.S. Congress for a federal constitutional convention for the purpose of proposing a U.S. constitutional amendment to impose term limits on members of Congress.

  • Central Bank Digital Currency Ban

    H690 Central Bank Digital Currency Ban (Passed 27 to 17 on 9/9/2024). Prohibits state agencies and the General Court of Justice from accepting payments in central bank digital currency (CBDC) or participating in any Federal Reserve CBDC tests.

  • Masks and Protests

    H237 Masks and Protests (Passed 30 to 14 on 6/27/2024). Updates mask-wearing laws, strengthens penalties for concealed-identity crimes and demonstration-related offenses, and protects religious institutions from unequal emergency restrictions.

  • School Choice Expansion

    H823 School Choice Expansion (Passed 28 to 15 on 5/2/2024). Expands access to school-choice opportunity scholarships by removing the public-school enrollment requirement and allowing eligibility based solely on state residency.

House Votes

  • Voter ID

    S921 Voter ID (Passed 73 to 45 on 12/11/2024). Proposes a constitutional amendment requiring all voters, not just those voting in person, to present photographic identification before voting.

  • Disaster Recovery Funds

    S743 Disaster Recovery Funds (Passed 108 to 0 on 10/24/2024). Allocates additional funds to support recovery efforts from Hurricane Helene totaling over $644 million.

  • Central Bank Digital Currency Ban

    H690 Central Bank Digital Currency Ban (Passed 73 to 41 on 7/31/2024). Prohibits state agencies and the General Court of Justice from accepting payments in central bank digital currency (CBDC) or participating in Federal Reserve CBDC tests.

  • Clean Voter Rolls

    H1071 Clean Voter Rolls (Passed 66 to 45 on 6/27/2024). Requires the State Board of Elections to create a uniform system for voter-roll maintenance using data from election-integrity organizations.

  • Masks and Protests

    H237 Masks and Protests (Passed 70 to 46 on 6/26/2024). Updates mask-wearing laws, strengthens penalties for concealed-identity crimes and demonstration-related offenses, and protects religious institutions from unequal emergency restrictions.

  • Occupancy Tax

    H1019 Occupancy Tax (Passed 112 to 0 on 6/11/2024). Authorizes McDowell County to impose an additional 1% room occupancy tax and allows Caswell and Pender Counties to create taxing districts with the authority to levy a 3% room occupancy tax in certain areas.

  • Parents' Bill of Rights

    S49 Parents' Bill of Rights (passed 27 to 18 on 8/16/2023). Establishes a Parents’ Bill of Rights enumerating certain rights of parents related to the education, health, privacy, and safety of their child.

  • Charter School Omnibus

    H219 Charter School Omnibus (passed 27 to 18 on 8/16/2023). Removes restrictions on enrollment growth for low-performance schools, permits admission of out-of-state students and foreign exchange students, and allows counties to appropriate property taxes to fund capital needs.

  • Prohibiting ESG-Based State Contracts

    H750 Prohibiting ESG-Based State Contracts (passed 29 to 16 on 6/27/2023). Prohibits state entities from using environmental, social, and governance (ESG) criteria or economically targeted investments (ETI) requirements when awarding state contracts or making employment decisions.

  • Abortion Restrictions

    S20 Abortion Restrictions (passed 30 to 20 on 5/16/2023). Restricts abortion after 12 weeks of a woman’s pregnancy, rather than 20 weeks, except in cases of rape or incest, a life-limiting anomaly, or a medical emergency.

  • Second Amendment Freedom and Protections

    S41 Second Amendment Freedom and Protections (passed 30 to 19 on 3/28/2023). Repeals the pistol purchase permit requirement and allows concealed carry in places of religious worship located on privately-owned school property.

  • Expanding Government Healthcare

    H76 Expanding Government Healthcare (passed 44 to 2 on 3/15/2023). Provides Medicaid coverage though NC Health Works to adults aged 18-64 with incomes up to 133% of the federal poverty level, while authorizing increased Medicaid reimbursements to hospitals.

  • Restoring Sound Money

    H721 Restoring Sound Money (passed 73 to 40 on 6/28/2023). Would require the State Treasurer to conduct a study on the creation of a North Carolina Bullion Depository for storing certain investment metals, such as gold, and virtual currency, such as Bitcoin.

  • Abortion Restrictions

    S20 Abortion Restrictions (passed 72 to 48 on 5/16/2023). Restricts abortion after 12 weeks of a woman’s pregnancy, rather than 20 weeks, except in cases of rape or incest, a life-limiting anomaly, or a medical emergency.

  • Article V Convention

    H235 Article V Convention (passed 61 to 55 on 3/8/2023). Would apply to Congress for a “convention of the states” under Article V of the U.S. Constitution.

  • Pistol Purchase Permit Repeal

    H50 Pistol Purchase Permit Repeal (passed 67 to 48 on 2/22/2023). Would repeal the requirement to obtain a pistol purchase permit from the sheriff prior to the purchase or receipt of a pistol.

  • Expanding Government Healthcare

    H76 Expanding Government Healthcare (passed 92 to 22 on 2/16/2023). Provides Medicaid coverage though NC Health Works to adults aged 18-64 with incomes up to 133% of the federal poverty level, while authorizing increased Medicaid reimbursements to hospitals.

    S172 Additional COVID-19 Relief (Passed 49 to 0 on 5/20/2021). Appropriates $6,400,545,070 in federal funds received by the State under the ARPA and specifies the estimated amounts to be received by the State.

  • Emissions Reduction

    H951 Emissions Reduction (Passed 42 to 7 on 10/6/2021). Requires the Utilities Commission to take all reasonable steps to achieve a 70% reduction in emissions of carbon dioxide from electric public utilities from 2005 levels by the year 2030, and carbon neutrality by the year 2050.

  • Rural Healthcare Access

    S408 Rural Healthcare Access (Passed 49 to 0 on 5/10/2022). Expands Medicaid coverage and invests $1 billion to address the opioid, substance abuse, and mental health crisis using ARPA funds.

  • Require Cooperation with ICE

    S101 Require Cooperation with Ice (Passed 25 to 19 on 8/1/2022). Requires that state officials must work with ICE and make sure they are aware when an individual charged with certain offenses was in custody and that person's legal residency or United States citizenship status was undetermined.    

  • Prohibit Private Money in Elections

    S725 Prohibit Private Money in Elections (Passed 27 to 19 on 11/29/2021). Bans North Carolina election boards and officials in counties from accepting private money to run elections (Zuckerbucks).

  • Pistol Purchase Permit Repeal

    H398 Pistol Purchase Permit Repeal (Passed 27 to 20 on 8/18/2021). Repeals the pistol purchase permit system in North Carolina.

House Votes

  • Con-Con - Term Limits

    H172 Con-Con - Term Limits (Passed 61 to 52 on 3/17/2021). Applies to Congress for an Article V convention of states for the sole purpose of imposing term limits on Congress.
