HF2484 appropriates $46.47 million in Minnesota taxpayer funds for infrastructure improvements, public facilities, and economic-development projects, offset by $17.77 million in canceled appropriations for a net spending increase of $28.7 million. The bill includes $10 million for improvements to Grand Casino Arena in St. Paul; $6.1 million for water-treatment improvements in Apple Valley; $4.5 million for a water tower in North St. Paul; and funding for healthcare facilities, roads, parks, and other local projects. It also modifies previous appropriations, and transfers certain state funds between programs.

The Minnesota State House of Representatives passed HF2484 on May 17, 2026 by a vote of 96 to 38. We have assigned pluses to the nays because such targeted spending distorts the free market, shifts the financial burden onto taxpayers, and empowers government to pick economic winners and losers by favoring certain businesses and communities over others. Rather than subsidizing select projects and private enterprises, Minnesota legislators should limit spending to legitimate government functions and eliminate taxes broadly and uniformly for all individuals and businesses.
