Moves almost 5.2 billion dollars to the "New Jersey Debt Defeasance and Prevention Fund."

Changes the minimum eligible age from 18 to 21 that an individual must be to purchase firearms.

Mandates that individuals who serve in the legislature must undergo implicit bias and cultural competency training.
