Appropriates approximately $783 million for "jobs and economic development," including grants to "LGBTQ+-owned small businesses," "African Immigrants Community Services," and the "Black Women's Wealth Alliance."

Mandates that all health plans provide coverage for "gender-affirming care," with certain exceptions.

Requires small and large businesses to pay their employees the same minimum wage and stipulates an annual increase by the lesser of 5 percent or the inflation-rate percentage.

Extends "four-day school week" approvals; implements "language access plans" for non-English-speaking students; and specifies criteria for the "federal child and adult care food program and federal summer food service program."

Clarifies that the "trigger activator" ban covers semiautomatic firearms with a "binary firing system" and expands the crime of a "straw purchase" to involve the transfer of "all firearms" to an "ineligible person."

Would propose an "equal rights" amendment to the Minnesota Constitution.

Urges Congress to recognize the ratification of the Equal Rights Amendment (ERA).

Establishes automatic voter registration and allows voters to receive ballots automatically for each election.

Prohibits the enforcement or application of a law from another state that allows a state agency to remove a child from their parent or guardian for permitting the child to undergo sex-change surgery.

Enacts that the department is required to allocate state funding to every Minnesota school enrolled in the free school meals program.

Sets unreasonable Renewable Energy Standards (RES) modifications.
