HB312 requires the Kentucky State Police to issue provisional concealed-carry licenses to individuals ages 18 to 20 who meet specified eligibility requirements, allowing them to legally carry concealed firearms and other deadly weapons. The law also establishes procedures for provisional license holders to transition to standard concealed-carry licenses upon reaching age 21, including by applying online or through their county sheriff.

The Kentucky State Senate overrode the governor's veto of HB312 on April 14, 2026 by a vote of 28 to 9. We have assigned pluses to the ayes because the Second Amendment to the U.S. Constitution explicitly states that "the right of the people to keep and bear Arms, shall not be infringed." Furthermore, denying law-abiding adults ages 18 to 20 the ability to carry concealed firearms infringes upon their God-given right to defend themselves and their property. The Fourth, Fifth, Ninth, and 14th Amendments further safeguard individual liberty, property rights, and other God-given rights. Although the right to keep and bear arms should not depend on obtaining a government-issued license, HB312 is a step in the right direction.
