HB4 establishes the criminal offense of grooming a minor in Kentucky, making it illegal for adults to manipulate, build trust with, or influence children for the purpose of engaging them in sexual activity. The law applies to adults targeting children under 14, and individuals in positions of authority or special trust targeting minors under 18. Grooming may occur in person, online, or through third parties, even if no sexual activity ultimately occurs. The law protects communications with minors for legitimate purposes, and requires grooming sentences to run concurrently with sentences for related sexual offenses involving the same victim.

The Kentucky State House of Representatives passed HB4 on March 31, 2026 by a vote of 92 to 0. We have assigned pluses to the ayes because no person has a right to sexually "groom" or abuse a child. Programs, especially those put on by the government, should never be used as a pretext for sexually exploiting children, and government has a duty to prohibit such predatory conduct. Furthermore, attempts to manipulate children into sexual activity are contrary to the "Laws of Nature and of Nature's God." The conflation of biological sex and fictional "gender identity" constructs must never be used to justify the sexual exploitation or abuse of minors. The right of parents to protect their children from sexual grooming and abuse is retained under the Bill of Rights and the 14th Amendment.
