HB4 prohibits public universities from using diversity, equity, and inclusion (DEI) initiatives in admissions, hiring, scholarships, and other areas. It bans DEI offices, training, and related programs. The law also requires universities to disclose employee salaries and budgets monthly and submit annual reports on government-mandated discrimination.

The Kentucky State House of Representatives passed HB4 on March 27, 2025 by a vote of 79 to 19. We have assigned pluses to the ayes because the goal of DEI is to divide Americans along lines of race, gender, and other identity markers. DEI programs replace merit-based admissions with race- and identity-based preferences. Reverse discrimination is still discrimination, and it violates the constitutional principle of equal protection under the law. Rather than promoting equality, DEI pushes for "equity," a concept rooted in Marxist ideology that calls for equal outcomes through government-enforced favoritism.
