2025 IA Legislative Scorecard

The following scorecard lists several key votes in the Iowa Legislature in 2025 and ranks state representatives and senators based on their fidelity to (U.S.) constitutional and limited-government principles.

Senate Votes

  • Carbon Sequestration Rules

    HF639 Carbon Sequestration Rules (Passed 27 to 22 on 5/12/2025). Would have tightened insurance requirements for pipeline operators and redefined “common carrier” status to limit eminent domain use—particularly affecting carbon-capture pipelines.

  • DEI Ban

    HF856 DEI Ban (Passed 34 to 16 on 5/9/2025). Prohibits public entities—including state agencies, counties, cities, school districts, community colleges, and public universities—from spending any public or private funds on diversity, equity, and inclusion (DEI) offices, roles, or initiatives.

  • Weapon Carry Age Reduction

    HF924 Weapon Carry Age Reduction (Passed 33 to 14 on 4/7/2025). Lowers the minimum age for acquiring or carrying weapons from 21 to 18. 

  • Ranked-choice Voting Ban

    SF459 Ranked-choice Voting Ban (Passed 34 to 13 on 3/19/2025). Prohibits the use of ranked choice voting (RCV) and instant runoff voting (IRV) in state and local elections. 

  • Government Overreach in Driving

    SF22 Government Overreach in Driving (Passed 47 to 1 on 3/18/2025). Makes it illegal to use a handheld electronic device (such as a phone) while driving unless it’s in hands-free or voice-activated mode. 

  • Defining Sex

    SF418 Defining Sex (Passed 33 to 15 on 2/27/2025). Establishes a strictly biological definition of “sex” based on birth anatomy and removes “gender identity” as a protected category under the Iowa Civil Rights Act.

House Votes

  • Grain Oversight

    SF608 Grain Oversight (Passed 81 to 3 on 5/8/2025). Strengthens Iowa's grain-marketing oversight by expanding the Grain Depositors and Sellers Indemnity Fund.

  • Eminent Domain and CO2

    HF943 Eminent Domain and CO2 (Passed 82 to 12 on 3/26/2025). Stipulates that CO2 pipelines cannot utilize eminent domain to condemn agricultural land unless the landowner provides explicit consent.

  • Government Overreach in Driving

    SF22 Government Overreach in Driving (Passed 84 to 11 on 3/26/2025). Makes it illegal to use a handheld electronic device (such as a phone) while driving unless it is in hands-free or voice-activated mode.

  • Weapon Carry Age Reduction

    HF924 Weapon Carry Age Reduction (Passed 79 to 18 on 3/25/2025). Lowers the minimum age for acquiring or carrying weapons from 21 to 18.

  • DEI and CRT Ban

    HF269 DEI and CRT Ban (Passed 63 to 34 on 3/18/2025). Prohibits public universities and colleges governed by the Iowa Board of Regents from requiring or incentivizing students and faculty to engage in diversity, equity, and inclusion (DEI) training or critical race theory (CRT) content.

The following scorecard lists several key votes in the Iowa Legislature in 2024 and ranks state representatives and senators based on their fidelity to (U.S.) constitutional and limited-government principles.

Senate Votes

  • Ban Citizen Review Boards in Law Enforcement

    SF2325 Ban Citizen Review Boards in Law Enforcement (Passed 37 to 9 on 3/4/2024). Prohibits cities with civil service commissions from establishing citizen review boards to oversee police conduct.

  • Prohibiting Guaranteed Income Programs

    HF2319 Prohibiting Guaranteed Income Programs (Passed 35 to 13 on 4/16/2024). Bans Iowa counties and cities from creating or maintaining guaranteed income programs.

  • Ending Wokeness

    SF2096 Ending Wokeness (Passed 32 to 15 on 2/20/2024). Repeals a 1987 law mandating gender balance, political diversity, and racial representation in appointments to state boards and commissions, rolling back these "woke" requirements.

  • Disaster Assistance

    SF2308 Disaster Assistance (Passed 48 to 0 on April 3, 2024). Updates Iowa's disaster response by allowing the Governor to accept federal grants for expenses local or state funds can't cover.

  • Illegal Immigration

    SF2340 Illegal Immigration (Passed 34 to 16 on 3/05/2024). Criminalizes illegal reentry, with penalties based on prior offenses; allows deportation orders; and grants immunity to officials enforcing the law, except for misconduct. It also bans deferred or suspended sentences for these convictions.

  • Religious Freedom Protection

    SF2095 Religious Freedom Protection (Passed 31 to 16 on 2/20/2024). Protects people's religious rights by preventing the government from imposing burdens on their religious practices. If someone's religious freedom is violated, they can seek legal action and potentially receive damages.

House Votes

  • Eminent Domain Protection From Pipelines

    HF2664 Eminent Domain Protection From Pipelines (Passed 86 to 7 on 3/28/2024). Allows property owners in eminent domain cases to seek a court review of legal rights before the Iowa Utilities Board's final decision.

  • Film Tax Credits

    HF2662 Film Tax Credits (Passed 87 to 8 on 3/26/2024). Creates the Iowa Film Production Incentive Program, offering up to 30% rebates for film, TV, and documentary production expenses in Iowa, with a $10 million total rebate limit.

  • Real Money

    HF2626 Real Money (Passed 64 to 30 on 3/19/2024). Amends Iowa's tax code to exclude capital gains from the sale of bullion, coins, or currency from an individual’s taxable income.

  • Illegal Immigration

    HF2575 Protecting the Unborn (Passed 58 to 36 on 3/7/2024). Replaces "human pregnancy" with "unborn person" in Iowa law and increases penalties for harming or killing an unborn person during crimes, with life sentences for killing unborn deaths.

  • Ending Wokeness

    SF2096 Ending Wokeness (Passed 62 to 33 on 2/26/2024). Repeals a 1987 law mandating gender balance, political diversity, and racial representation in appointments to state boards and commissions, rolling back these "woke" requirements.

    HF68 Private-school Funding (Passed 31 to 18 on 1/23/2023). Creates education programs and funding by establishing an education savings account program.

  • Sex Changes for Minors

    SF538 Sex Changes for Minors (Passed 33 to 16 on 3/7/2023). Prohibits activities regarding gender transition procedures relative to minors.

  • Raw Milk

    SF315 Raw Milk (Passed 37 to 13 on 4/17/2023).  Allows raw milk dairies that comply with safety standards to sell raw milk and products derived from raw milk directly to consumers.

  • School Transparency

    SF496 School Transparency (Passed 34 to 16 on 4/19/2023). Mandates the Department of Education (DE) to oversee the review of library materials for explicit content in schools, requiring parental consent for access to certain books, introducing curriculum changes, including restrictions on gender identity and sexuality instruction before grade five, removing specific sexual education content, and implementing a civics test requirement.

  • Office of Apprenticeship

    SF318 Office of Apprenticeship (Passed 34 to 15 on 4/20/2023). Establishes an Iowa Office of Apprenticeship and Iowa apprenticeship council.

  • Birth Control

    SF326 Birth Control (Passed 45 to 3 on 3/15/2023). Authorizes pharmacists to order and administer self-administered hormonal contraceptives to individuals aged eighteen years and older.

House Votes

  • Carbon-Capture Pipelines

    HF565 Carbon-Capture Pipelines (Passed 73 to 20 on 3/22/2023).  Required companies seeking to build carbon-capture pipelines to secure voluntary easements for 90 percent of the needed land before eminent domain could be used for the remainder.

  • Private-school Funding

    HF68 Private-school Funding (Passed 55 to 45 on 1/23/2023). Creates education programs and funding by establishing an education savings account program.

  • Sex Changes for Minors

2022 IA Legislative Scorecard 2021-

The following scorecard lists several key votes in the Iowa Legislature in 2021-2022 and ranks their State Senators and House Representatives based on their fidelity to (U.S.) constitutional and limited-government principles.

Senate Votes

  • Vaccine Mandate Ban

    HF2298 Vaccine Mandate Ban (Passed 29 to 16 on 5/24/2022). Ensures that K-12 students cannot be forced into receiving a COVID-19 vaccination.

  • Unemployment Reduction

    HF2355 Unemployment Reduction (Passed 30 to 14 on 4/26/2022). Reduces unemployment benefits in the state by 10 weeks, reducing the number of weeks from 26 to 16.

  • Athletics Based on Sex

    HF2416 Athletics Based on Sex (Passed 31 to 17 on 3/2/2022). Requires that student athletes in public schools, private schools, and universities can only play on sports teams of the gender that is stated on their birth certificate.

  • Critical Race Theory Ban

    HF802 Critical Race Theory Ban (Passed 30 to 18 on 4/28/2021). Restricts the teaching of Critical Race Theory and teachers can no longer teach discriminatory indoctrination.

  • Constitutional Carry

    HF756 Constitutional Carry (Passed 31 to 17 on 3/22/2021). Removes the requirement for a permit to acquire or carry a handgun and when selling a firearm to another private person.

  • Garbage Search

    SF2296 Garbage Search (Passed 49 to 0 on 2/22/2022).  Allows that no search warrant is needed for a peace officer to look through a person's garbage placed outside of someone’s residence.

House Votes
