2026 GA Legislative Scorecard

The following scorecard lists several key votes in the Georgia Legislature in 2026 and ranks state representatives and senators based on their fidelity to (U.S.) constitutional and limited-government principles.

Senate Votes

  • Income-tax Reduction

    SB476 Income-tax Reduction (Passed 32 to 18 on 2/12/2026). Would reduce Georgia's personal income tax by exempting the first $50,000 of income for single filers and the first $100,000 for married couples filing jointly.

  • Repealing Tax Exemption for Data Centers

    SB410 Repealing Tax Exemption for Data Centers (Passed 32 to 21 on 3/6/2026). Would repeal Georgia's sales-and-use-tax exemption for data-center equipment.

  • Self-defense

    SB572 Self-defense (Passed 30 to 23 on 3/6/2026). Would expand Georgia's self-defense laws by adding another justification for using force in defense of oneself or others, and broadens civil-liability immunity.

  • Repealing Prohibition on Silencers

    SB499 Repealing Prohibition on Silencers (Passed 30 to 20 on 3/6/2026). Would repeal Georgia's state-level prohibition on possessing firearm suppressors, also called silencers.

  • Government After-school Pre-kindergarten

    HB1123 Government After-school Pre-kindergarten (Passed 46 to 0 on 3/19/2026). Requires certain Georgia public schools that offer after-school programs to make those programs available to pre-kindergarten students.

  • Regulating Stablecoins

    HB1272 Regulating Stablecoins (Passed 50 to 1 on 4/2/2026). Establishes a state licensing-and-regulatory system for payment-stablecoin issuers.

  • Georgia-Ireland Trade Commission

    HB980 Georgia-Ireland Trade Commission (Passed 164 to 2 on 2/6/2026). Would create the Georgia-Ireland Trade Commission.

  • Income-tax Cut

    HB1001 Income-tax Cut (Passed 106 to 66 on 2/25/2026). Would reduce Georgia's income-tax rate from 5.19 percent to 4.99 percent.

  • Regulating Stablecoins

    HB1272 Regulating Stablecoins (Passed 154 to 16 on 3/4/2026). Establishes a state licensing-and-regulatory system for payment-stablecoin issuers.

  • Migrant Driver's Licenses

    SB442 Migrant Driver's Licenses (Passed 98 to 59 on 3/27/2026). Would require a noncitizen's commercial driver's license to be revoked either when the person's visa expires or after five years, whichever comes first.

  • Ranked-choice-voting Ban

    SB175 Ranked-choice-voting Ban (Passed 89 to 73 on 3/31/2026). Would prohibit the use of ranked-choice voting (RCV) in Georgia elections.

  • Property Rights

    HB295 Property Rights (Passed 93 to 76 on 4/2/2026). Allows property owners to seek compensation from local governments when public nuisances or nonenforcement of laws harms their property value or causes related expenses.

Senate Votes

  • Article V Convention: Term Limits

    SR23 Article V Convention: Term Limits (adopted 34 to 18 on 2/20/2025). Would apply to Congress to “call a convention” under Article V of the U.S. Constitution for the purpose of proposing an amendment to set term limits on members of Congress.

  • DNA Collection Without Due Process

    SB29 DNA Collection Without Due Process (passed 44 to 11 on 3/3/2025). Requires the collection of a DNA sample from any person who is “arrested” for, not just charged with or convicted of, a “serious violent felony.”

  • Preemption of Local Gun Control

    SB163 Preemption of Local Gun Control (passed 33 to 23 on 3/6/2025). Would increase the civil penalty from $100 to $50,000 for unauthorized acts related to the local regulation of weapons.

  • Reducing State Income Taxes

    HB111 Reducing State Income Taxes (passed 30 to 23 on 3/20/2025). Reduces the state income tax rate to 5.19% in 2025 and to 4.99% by 2027.

  • Right to In Vitro Fertilization

    HB428 Right to In Vitro Fertilization (passed 53 to 1 on 3/27/2025). Codifies a right for individuals to obtain in vitro fertilization.

  • Funding Government Schools

    HB371 Funding Government Schools (passed 50 to 4 on 4/2/2025). Increases capital outlay funding for public schools from $300 million to $375 million annually.

  • Medicaid Coverage for "Tobacco Cessation"

    HB506 Medicaid Coverage for "Tobacco Cessation" (passed 142 to 31 on 3/3/2025). Directs the Department of Community Health to provide Medicaid coverage for “tobacco cessation treatments.”

  • Eliminating "School Zone" Ticket Cameras

    HB225 Eliminating "School Zone" Ticket Cameras (passed 129 to 37 on 3/4/2025). Would prohibit the use of “automatic traffic enforcement safety devices” to enforce speeding violations in “school zones.”

  • AI "Election Interference" Bill

    SB9 AI "Election Interference" Bill (passed 152 to 12 on 3/27/2025). Would make it a crime of “fraudulent election interference” for political campaigns to knowingly publish “materially deceptive” media within 90 days of an election, with the intent of “significantly influencing” a candidate in or “creating confusion” about the election.

  • Right to In Vitro Fertilization

    HB428 Right to In Vitro Fertilization (passed 160 to 0 on 3/28/2025). Codifies a right for individuals to obtain in vitro fertilization.

  • Georgia Religious Freedom Restoration Act

    SB36 Georgia Religious Freedom Restoration Act (passed 96 to 70 on 4/2/2025). Restricts state and local authorities’ ability to “substantially burden a person's exercise of religion” without a “compelling government interest.”

  • Funding Government Schools

    HB371 Funding Government Schools (passed 168 to 3 on 4/4/2025). Increases capital outlay funding for public schools from $300 million to $375 million annually.

  • 2nd Amendment Protection

    HB1018 2nd Amendment Protection (Passed 33 to 19 on 3/26/2024). Prohibits financial institutions from using codes that identify firearms retailers or transactions.

  • Student Loan Forgiveness

    HB872 Student Loan Forgiveness (Passed 47 to 2 on 3/26/2024). Expands the service cancelable loan program for medical professionals in "underserved" rural areas of Georgia to include dental students.

  • Ranked-Choice Voting Ban

    SB355 Ranked-Choice Voting Ban (Passed 31 to 19 on 1/26/2024). Prohibits the use of ranked-choice voting in all state elections.

  • Georgia Green New Deal

    HB206 Georgia Green New Deal (Passed 43 to 9 on 3/26/2024). Known as the "Georgia Green New Deal," this bull changes commercial property assessment rules to include conservation and energy improvements, allows authorities to issue bonds and grants, and sets up financing procedures without using other public funds.

  • Immigration Enforcement

    HB1105 Immigration Enforcement (Passed 34 to 19 on 3/21/2024). Outlines documentation for verifying immigration status, requires local law enforcement to cooperate with federal authorities, imposes penalties for non-compliance, and bans "sanctuary" policies.

  • American Library Association

    SB390 American Library Association (Passed 33 to 20 on 2/29/2024). Restricts taxpayer and private funds from being used to support the American Library Association (ALA) and its affiliates.

  • Student Loan Forgiveness

    HB872 Student Loan Forgiveness (Passed 150 to 3 on 2/16/2024). Expands the service cancelable loan program for medical professionals in "underserved" rural areas of Georgia to include dental students.

  • Elections and Free Speech

    HB986 Elections and Free Speech (Passed 148 to 22 on 2/24/2024). Proposes that anyone found guilty of disseminating information considered deceptive by the government within a 90-day period leading up to an election will face felony charges. The penalties for this felony range from a minimum of 2 years to a maximum of 5 years in prison. This measure aims to curb the spread of “misinformation” that could influence the outcome of elections.

  • Citizen Voting

    HR780 Citizen Voting (Passed 98 to 61 on 2/29/2024). Proposes an amendment to the Georgia Constitution to clarify that only U.S. citizens have the right to vote in state elections.

  • Georgia Green New Deal

    HB206 Georgia Green New Deal (Passed 142 to 22 on 3/28/2024). Known as the "Georgia Green New Deal," this bill changes commercial property assessment rules to include conservation and energy improvements, allows authorities to issue bonds and grants, and sets up financing procedures without using other public funds.

  • Foreign-owned Land

    SB420 Foreign Owned Land (Passed 97 to 67 on 3/21/2024). Restricts the ability of certain foreign persons and entities to purchase, own, and convey real estate by nonresident aliens, particularly agricultural land and land near military bases.

  • Central Bank Digital Currency

    HB1053 Central Bank Digital Currency (Passed 136 to 32 on 2/29/2024). Prohibits governmental agencies from using a central bank digital currency (CBDC) as payment and from participating in any testing of such currency.

  • Second Amendment Preservation Act

    SB67 Second Amendment Preservation Act (Passed 31 to 21 on 2/21/2023). Would have nullified a wide range of past, present, and future unconstitutional firearm restrictions contained in “federal acts, laws, executive orders, administrative orders, court orders, rules, and regulations.”

  • Proof of Vaccine

    SB1 Proof of Vaccine (Passed 31 to 21 on 2/7/2023). Removes the automatic repealer on the prohibition on state and local governments from requiring proof of COVID vaccination for government services.

  • Sex Changes for Minors

    SB140 Sex Changes for Minors (Passed 31 to 21 on 3/21/2023). Prohibits certain surgical procedures for the treatment of gender dysphoria in minors from being performed in hospitals and other licensed healthcare facilities and prohibits certain surgical procedures for the treatment of gender dysphoria in minors.

  • Zoos & Aquariums

    HB86 Zoos & Aquariums (Passed 52 to 2 on 3/27/2023). Exempts purchases of tangible personal property used in the expansion or renovation of a qualified aquarium or zoo from state and local income taxes.

  • Minority Business

    HB128 Minority Business (Passed 44 to 1 on 3/23/2023). Amends Georgia's official code to boost the participation of minority, women-owned, and veteran-owned businesses in state procurement contracts, covering various areas.

  • Georgia Promise Scholarship Act

    SB233 Georgia Promise Scholarship Act (Passed 33 to 23 on 3/6/2023). Would have created a school-voucher program, in which the government gives parents “public funds” (i.e., government money) to get their children out of government-run public or charter schools and instead place them in private school or to homeschool them.

    HB206 Green Energy Authorities (Passed 134 to 38 on 3/6/2023). Provides for the creation of Commercial Property Assessed Conservation, Energy, and Resiliency Development Authorities in certain counties and municipalities.

    HB911 State Budget (Passed 56 to 0 on 3/25/2022). Enacts Georgia’s 2022-2023 fiscal year budget, spending a record $30.2 billion dollars, which is nearly an 11% increase from the previous year’s budget.

  • Vaccine Passport Ban

    SB345 Vaccine Passport Ban (Passed 34 to 20 on 4/4/2022). Prohibits state and local governments from mandating vaccine passports, essentially banning COVID-19 vaccine mandates.

  • Save Girls' Sports Act

    SB435 Save Girls' Sports Act (Passed 34 to 22 on 2/24/2022). Prohibits transgender students from playing on sports teams that match their gender identity.

  • Con Con - Balanced Budget

    SR29 Con Con - Balanced Budget (Passed 34 to 20 on 2/22/2021). Requests for a convention of the states under Article V of the United States Constitution for a Balanced Budget Amendment.

  • Constitutional Carry

    SB319 Constitutional Carry (Passed 34 to 20 on 4/1/2022). Removes the requirement that you must possess a permit when carrying a concealable weapon or firearm.

  • Con Con - Term Limits

    SR28 Con Con-Term Limits (Passed 34 to 20 on 2/22/2021). Requests that the United States Congress call a convention under Article V of the Constitution to establish term limits.

    HB321 Expanding Healthcare Schemes (Passed 50 to 2 on 3/29/2019). Would extend currently existing subsidy programs for rural hospitals, using tax money from the entire state to fund them.

  • Additional Online Taxes

    HB276 Additional Online Taxes (Passed 40 to 9 on 1/16/2020). Increases the amount of sales tax that consumers would be paying with regards to online purchases.

  • Public Transit Tax

    HB105 Public Transit Tax (Passed 41 to 3 on 3/12/2020). Takes tax money from ride share transactions and puts it toward public transit projects around the state.

  • Hate Crime Hoax

    HB426 Hate Crime Hoax (Passed 29 to 22 on 6/23/2020). Adds penalties to the sentences of those who are charged with hate crimes.

  • University free speech

    SB318 University Free Speech (Passed 32 to 21 on 3/9/2020). Ensures campuses cannot create so called "free speech zones" and ensures that public universities must maintain the right to free speech.

  • More licensure for barbers

    SB379 More Licensure for Barbers (Passed 49 to 5 on 3/12/2020). Would add a new certification for barbers and estheticians to obtain, increasing the amount of licensure they must obtain.

  • Increase in Debt

    HB221 Increase in Debt (Passed 164 to 6 on 2/5/2019). Increases the amount of debt that the state of Georgia can take on by $100 million, with minimal provisions on where it can be spent.

  • Expanding Healthcare Schemes
