HB6913 prohibits long-term care facilities from discriminating against residents based on “gender identity or expression, sexual orientation,” and “human immunodeficiency virus status.” Additionally, it mandates posting anti-discrimination notices in a prominent place, and requires biannual staff training focusing on LGBT residents who are HIV infected.
The Connecticut House of Representatives passed HB6913 on May 22, 2025 by a vote of 26 to 10. We have assigned pluses to the nays because this legislation infringes on freedom of association and property rights, expanding government overreach by imposing mandatory training programs and anti-discrimination requirements on private facilities, compelling speech and behavior, and promotes “woke” LGBTQ+ identity-based protections based on the false premise of egalitarianism. The U.S. Constitution already guarantees “equal protection” for the “unalienable Rights” of every person, consistent with the “Laws of Nature and of Nature’s God.”
