SB1048 creates a voluntary State Seal of Climate Literacy that California high-school students may earn for demonstrating knowledge of climate science, "green skills," or related technical skills. The state education commissioner must recommend criteria for earning the seal; the State Board of Education must adopt those criteria by January 31, 2029; and participating schools would place an official insignia on qualifying students' diplomas or transcripts.

The California State Assembly passed SB1048 on August 24, 2026 by a vote of 72 to 3. We have assigned pluses to the nays because placing a government-approved "climate literacy" insignia on students' diplomas or transcripts further institutionalizes a false climate-change narrative promoted by leftist and globalist interests, including those advancing the United Nations' Agenda 2030. By officially rewarding students for demonstrating adherence to state-approved views on climate policy and "green skills," the measure treats education as a vehicle for ideological conditioning rather than genuine academic inquiry. Moreover, attaching government-approved ideological credentials to educational records categorizes or rewards individuals based on their conformity with favored political or social objectives—a concept resembling social-credit systems. Additionally, education is not a proper function of government, and should remain under the control of parents.
