SB934 expands California's existing ban on so-called conversion therapy—which prohibits licensed mental-health providers from performing sexual-orientation change efforts on minors—to also prohibit efforts intended to suppress or constrain a patient's gender identity or expression. The bill exempts nondirective therapy, identity exploration and interventions addressing unsafe or unlawful conduct that do not seek a predetermined outcome. SB934 was enacted to bypass the U.S. Supreme Court's decision in Chiles v. Salazar, which cast doubt on the constitutionality of existing "conversion therapy" bans.

The California State Assembly passed SB934 on August 19, 2026 by a vote of 58 to 18. We have assigned pluses to the nays because "conversion therapy" bans violate the God-given freedoms of speech and religion, especially for Christians who believe in a biblical definition of marriage and biological sex and seek to help minors address unwanted same-sex attraction or gender confusion. Additionally, sex mutilation violates the unalienable right to life and limb of minor children, while absurdly attempting to erase biological sex with fictional "gender" constructs. According to the Bill of Rights and the 14th Amendment of the U.S. Constitution, the States have a duty to protect the humanity of all people—male and female—who, as the Declaration of Independence affirms, are created by God and form the basis of individual and family self-government.
