2025 AK Legislative Scorecard

The following scorecard lists several key votes in the Alaska Legislature in 2025 and ranks state representatives and senators based on their fidelity to (U.S.) constitutional and limited-government principles.

  • Government-school Funding

    HB69 Government-school Funding (Passed 11 to 9 on 4/11/2025). increases the state's base student allocation for public schools by an inflation-based amount tied to the Alaska consumer price index, plus an additional $1,000.

  • Childcare Assistance and Grant

    SB95 Childcare Assistance and Grant (Passed 16 to 3 on 5/5/2025). Modifies the state's childcare assistance program.

  • Canada Partnership Resolution

    HJR11 Canada Partnership Resolution (Passed 13 to 6 on 5/5/2025). Recognizes and honors the relationship between Alaska and Canada.

  • State Operating Budget

    SB53 State Operating Budget (Passed 16 to 4 on 5/7/2025). The primary operating-budget bill for FY2026, authorizing approximately $9.4 billion in total spending across all funds.

  • Forced Insurance Coverage

    SB83 Forced Insurance Coverage (Passed 14 to 6 on 5/7/2025). Would change Alaska's telehealth laws by requiring health insurers to cover certain services.

    SB96 Childcare Tax Incentives (Passed 35 to 4 on 5/16/2025). Expands Alaska's education tax-credit system to cover certain employer payments and contributions for child care.

    HB50 Carbon Storage (Passed 17 to 2 on 5/15/2024). Creates a regulatory framework for underground carbon storage under the Alaska Oil and Gas Conservation Commission.

  • Real Property Taxes

    SB179 Real Property Taxes (Passed 16 to 3 on 4/3/2024). Prohibits the state of Alaska and municipalities from taxing the transfer of real property, including home rule and general law municipalities, preventing them from imposing sales or use taxes on these transactions.

  • Disaster Relief Grants

It mandates 12-month prescriptions and ensures coverage for switching methods. The state's medical assistance program will also cover these services.

    SB58 Medicaid Expansion (Passed 19 to 1 on 5/5/2023). Expands Medicaid eligibility to include postpartum mothers for up to 12 months, up from 60 days.

  • Closed Accounts

    SB25 Closed Accounts (Passed 19 to 0 on 3/31/2023). Mandates the legislative finance division to review and recommend the repeal of inactive state accounts and funds.

  • Counterfeit Airbags

    SB37 Counterfeit Airbags (Passed 20 to 0 on 5/8/2023). Makes it a crime to knowingly sell, import, install, or reinstall a replacement airbag that does not comply with federal safety regulations specific to the vehicle’s make, model, and year.

  • Federalism

    HJR10 Federalism (Passed 18 to 2 on 3/27/2023). This resolution states the Alaska State Legislature opposes the National Park Service's proposed rule limiting non-subsistence hunting methods.

    HB127 Expanding the Alaska Municipal Bond Bank Authority (passed 16 to 1 on 5/17/2022). Permits the Alaska Municipal Bond Bank Authority to issue up to $1 billion in loans to the University of Alaska and regional health organizations.

  • United States-Mexico-Canada Agreement

    SJR15 United States-Mexico-Canada Agreement (passed 17 to 0 on 3/18/2022). Recognizes the "importance of the United States-Mexico-Canada Agreement" in providing the "framework for much of [the] bilateral trade" between the "integrated economies" of Canada and Alaska, as well as "important updates to the North American Free Trade Agreement (NAFTA)."

  • Prohibiting Medicaid-Covered Abortions

    SA13 (HB69) Prohibiting Medicaid-Covered Abortions (failed 10 to 10 on 5/19/2021). Would amend HB69, Alaska’s 2021-22 budget bill, to prohibit Medicaid-covered abortions or services relating to abortion.

  • No State Funds for Employers Mandating COVID-19 Vaccines

    SA11 (HB69) No State Funds for Employers Mandating COVID-19 Vaccines (failed 10 to 10 on 5/19/2021). Would amend HB69, Alaska’s 2021-22 budget bill, to ensure that no state funds be expended on an entity that mandates its employees to receive a vaccine approved under FDA Emergency Use Authorization.

  • Defunding Critical Race Theory

    SA3 (HB69) Defunding Critical Race Theory (failed 9 to 11 on 5/19/2021). Would amend, HB69, Alaska’s 2021-22 budget bill, to prevent public funds from being used to teach critical race theory in public schools.

  • Limiting the Governor's Emergency Powers

    SA39 (HB76) Limiting the Governor's Emergency Powers (failed 4 to 16 on 4/28/2021). Would amend HB76, which extends the COVID-19 public health disaster emergency, to include the provision that the Governor may not declare a disaster emergency unless authorized by a majority vote of the Legislature.

  • Right to Keep and Bear Arms

    HA6 (SB136) Right to Keep and Bear Arms (failed 2 to 38 on 5/18/2022). Would amend SB136, which pertains to limitations on firearms restrictions during a disaster emergency, by removing the requirement that a person be “qualified under state law” to possess a firearm.

  • United States-Mexico-Canada Agreement

    SJR15 United States-Mexico-Canada Agreement (passed 37 to 2 on 3/16/2022).   • Excluding Abortion-Inducing Drugs from Telehealth

    HA2 (SB3006) Excluding Abortion-Inducing Drugs from Telehealth (failed 15 to 21 on 9/12/2021). Would amend SB3006, which relates to telehealth, to exclude the prescribing of an abortion-inducing drug without an in-person physical examination.

  • Cutting State Spending

    HA57 (HB69) Cutting State Spending (failed 12 to 27 on 5/10/2021). Would amend HB69, Alaska’s 2021-22 budget bill, by directing state agencies to identify means of reducing per capita state spending to not more than twice the national average by the end of FY 2023.

    HA4 (HB76) Limiting the Governor's Emergency Powers (failed 17 to 21 on 3/25/2021).
